- Sources Sought Notice for FEMA Temporary Housing Assistance Services - Direct Lease The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Recovery Directorate, Individual Assistance (IA) Division requires Direct Temporary Housing Assistance Services for Direct Lease to support DR4558 California wildfires disaster survivors in the affected counties who have been displaced from their primary residence. FEMA requires contractor support to provide temporary housing to eligible IA-Individuals and Households Program (IHP) applicants that are eligible for housing assistance while displaced from their primary residences as a result of California wildfires (duration of up to 18 months from the date of the Presidentially-declared disaster and possibly longer). The contractor will be directly reimbursed for the housing by FEMA on an agreed upon payment schedule. FEMA requires the temporary housing location to be targeted for direct lease within Butte County eligible to apply for IA assistance as a result of the California wildfires. Since the applications process is still in the early stages, depending on the capacity and needs for temporary housing assistance services in the various geographies, FEMA is considering different procurement approaches. Respondents are encouraged to submit capability statements for the geographic location. The contractor shall provide an inventory of the following temporary housing property types: � Single family homes � Multi-family homes � Apartments � Cooperatives � Condominiums � Town Houses � Other readily fabricated dwellings The temporary housing property inventory at a minimum shall provide the following information: � Variety Price/Rental Range, to include deposit and/or other associated fees � Variety of bedrooms/bathrooms combinations � Pet accommodation (some availability) � Functional needs (some availability) � Access and functional needs features � *Fair Housing compliance THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. This is a market research tool being used to determine the availability and adequacy of eligible business sources in order to meet FEMA's needs. FEMA is seeking contracting alternatives and sources to provide direct temporary housing for disaster survivors in response to the DR4558 California wildfires. The Government is not obligated to and will not pay for any information received from industry sources as a result of this Sources Sought Notice. The Government does not request any proprietary information be submitted, nor shall it be liable for any consequential damages for proprietary information if submitted. Any information submitted to the Sources Sought Notice (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). The applicable NAICS code is 531110 - Lessors of Residential Buildings or Dwellings. The applicable PSC is R402 - Support - Professional: Real Estate Brokerage. The work for this requirement shall be performed at the Contractor's facilities. Interested vendors shall submit a brief capabilities' statement package via email address listed below. The capabilities' statement package shall be a maximum of ten (10) single-sided, single-spaced pages with one (1) inch margins and Times New Roman 11-point font. Respondents shall also provide a cover page with their Company Name, DUNS Number, CAGE Code, Company web address, Company Address, Point of Contact, Telephone Number, e-mail Address, the Size of your Organization, small business socioeconomic category (if applicable), and the information on properties as requested above. The cover page will not be included in the ten (10) page capability statement package limit. SUBMISSION OF CAPABILITY PACKAGES: This documentation should address, at a minimum, the following to demonstrate the vendor's capability to perform the requirements: (1) The vendor's technical capability to deliver the aforementioned services; and (2) Past experience with similar requirements along with the contract type/pricing methodology; and (3) The vendor's capacity in the geographic location (Butte County) to include the number of available properties and access to additional properties. (4) The vendor's ability to manage, as prime contractor, the types and magnitude of services required.
