- Sources Sought Notice for: Capabilities to Manufacture Arresting Engine Cylinders and Test Sections - Arresting Engine Cylinders �The U.S. Army Contracting Command - Warren (ACC-WRN) WVA Contracting Office located at Watervliet Arsenal is conducting a market survey to identify potential capable sources for the manufacture of Arresting Engine Cylinders and Test Sections - Arresting Engine Cylinders. THERE IS NOT A SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned. ITEM DESCRIPTION AND CAPABILITIES: Arresting Engine Cylinders ROUGH MACH. CYLINDER FORGING, O.D. 25.72� +0.00�/-0.12� x I.D. 19.41� + 0.12�/-0.00� x 215.63� +1.00�/-0.00� per drawing BL-55982. Manufacturer responsible to procure forgings to the following specification, that can be rough machined to DWG BL-55982. Material Spec. � Open Die Rough Machined Forging Cylinder. Composition: Grade 3 ASTM E723, Grade 3 Class 2a. � Material Properties: Yield Strength (@ 0.2% offset 150 KSI � 130 KSI Min. 150KSI Max 1MInCVN at -40 =30ft-lbs, Min % Red. Of Area =43% Fracture Toughness 150KSI ??In From Conversion of J|c Measured using ASTM E1820. � Drawing BL-55982 is rough machined forging, use as raw material that is to be made into Drawing P629297. The following test requirements for the forging are listed on the finished machine Dwg- P629297. � Manufacturer will make required test specimens (tension and charpy) from ends of forging per drawing note 11 and have each specimen tested per drawing note 11. Specimens must be able to meet requirements shown in note 11, A through E. Results of testing report shall be from a certified vendor. A. Tensile strength: 145 KSI Min, B. Yield strength:135 KSI, C. Charpy� Transverse: Average for 3 - 30 ft. Lbs. D.� Charpy Longitudinal: Average for 3 - 50 ft. Lbs. E.� KIC � 150 KSI � SQ �RT- IN MIN. � Forging shall be ultrasonically inspected after heat treatment in accordance with ASTM A388/A388M using both the straight beam technique and angle beam technique. In two circumferential directions. Any reflectors that produce indications along with angle beam � any reflection that produce indications along with a complete loss of reflection is unacceptable. � �Manufacturer should have the machine tool turning capabilities to turn outside diameters of 25.72� +.00� -.00� x 215.63� length rough forging, to finish O.D.�s of �25.000��.031� x 214.625� length. 25.125�-.010 saddle mount diameters at the 39.50 and 53.38 length locations. Must be able to machine the end of cylinder details on the I.D., face and O.D. of both ends of cylinder to component tolerances. � Manufacturer should have the machine tool capabilities to rough bore from raw material size of 19.41 I.D. to semi-finished size of 19.950 I. D. of forging the full 215.63 length of forging maintaining the required straightness, concentricity and wall variation requirements. This semi-finished size will leave material for finish honing of component to finish. � Manufacturer should have the machine tool capabilities to finish hone the I.D. bore diameters to required 16 RMS? finish on I.D. bore diameters (bores to be held to 20.000� +.005). Must be able to achieve RMS finishes required on remainder of component. � Manufacturer must have the machine tool capabilities to machine drilled, milled, and tap/thread holes in the face of the ends of cylinders and pressure ports on the O.D. of component at drawing locations. � Manufacturing contractor will be responsible for any and all required tooling, (Mills, Drills Inserts, Taps) all applicable fixturing. This includes making of shop made fixtures, e.g. � turning plugs, cat head rings & supports, boring reamers, hone heads. � Manufacturer must have machine tool capabilities to bore / thread required inside dimensions and details, e.g. Long enough boring bars, suitable tooling holders, etc. Hold positional tolerances, length and diametrical tolerances of .001� where applicable. Again, shop floor made fixtures may be needed. � Manufacturer must have machine tool capabilities to mill / drill / ream / tap required features and details. Hold positional, length and diametrical tolerances of .0002� where applicable. � Contractor must package each Arresting Engine component for transport to WVA in such a way to prevent any damage to component in transit. � � ITEM DESCRIPTION AND CAPABILITIES: Test Sections - Arresting Engine Cylinders 1. MISC-0A474 TEST SECTION is basically a short cylinder version of the long cylinder made from the same forging material - DWG-BL-55982 and cut into short (20 inch) test components representing the left end detail of the full size DWG-P629297 and all requirements, Inspection, dimensional and material properties required for the full size cylinder are applicable to MISC-0A474 TEST SECTION component. I.D. bore must be finished honed with same process machine tools as long cylinders (Honed finish bore on long cylinder restricts short test specimens to hone process for finishing). 2. Manufacturer must be able to achieve surface finishes required on surfaces, and manufacture this component to drawing specifications and dimensional tolerances. 3. Manufacturer must be able to inspect finish components to drawing requirements. Produce an inspection report with all variable data recorded. 4. Manufacturer must have the capabilities to mag particle inspect each finished machined -MISC-0A474 TEST SECTION- and P629297 ARRESTING ENGINE. These components will require 100% mag particle inspected in accordance with ASTM E709 performed by at least (2) longitudinal methods perpendicular to each other. Wet process shall be used. Internal bore shall be visually inspected in accordance with MIL-STD-2035 all / any indications found by VT shall be further investigated using dye penetrant inspection in accordance with ASTM E165/E165M) No indications over .062� are permitted. 5. Contractor must package each MISC-0A474 Test Section for transport to WVA in such a way to prevent any damage to any component in transit. 6. Drawings of components will be supplied for process development, machine tool selection and requirements in drawing note details. This is a rough outline of required capabilities to be able to manufacture components listed above.� Any questions, inquiries, clarifications needed may be addressed to the submission representative listed below. INTERESTED PARTIES.� The Government requests interested parties to submit a company brochure (if available) and a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. The description should also include any anticipated needs for sub-tier. Responses will be reviewed by U.S. Army Contracting Command - Warren (ACC-WRN) (WVA), Watervliet Arsenal and the US Army personnel only and will be held in a confidential manner. Any and all information provided shall include a description of the proposed manufacturing capabilities.� Submitted documentation will not be returned.
