Description
Overview: Mission Support and Test Services, LLC (MSTS), under contract to the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO,) �manages the Nuclear Material Management (NMM) Program which is an independent control function for new acquisitions and uses of nuclear materials (NM) of interest at the Nevada National Security Site (NNSS) and its offsite facilities. The NMM Program helps to ensure lifecycle planning and implementation for safe, compliant, and effective management of U.S. Department of Energy (DOE)-owned and/or managed NM of interest per DOE Order (O)�410.2, �Management of Nuclear Materials.� The NMM Program also assists programs/projects with planning NM activities, provides cohesive regulatory responsiveness, interfaces with the NNSA, and develops end-of-life disposition plans. The NMM Program was established to meet the requirements of DOE O 410.2. The NMM Program identifies the procedural requirements and responsibilities involving the management of NM as outlined in DOE�O�410.2 to include the �Contractor Requirements Document� at the NNSS, and is responsible for their implementation. A major requirement of DOE O 410.2 is reporting. The Nuclear Material Inventory Assessment (NMIA), the Material Balance Sheet (MBS)/Nuclear Materials Forecast and Allotment Request (NMFAR) and the Nuclear Material Management Plan (NMMP).� NM integration, consolidation, and/or disposition performance metrics may be required as well. The NMM Program requires qualified and skilled personnel to augment current staffing in support of nuclear operations. Technical writing and editing support is needed to produce the NMMP directly following the guidance provided by the Office of Nuclear Materials Integration (ONMI). Technical support is needed to produce the NMIA and the MBS/NMFAR. MSTS is seeking sources who can provide the following: Vendor must have an existing relationship/established contacts with NA-532, Office of Nuclear Material Integration (ONMI) Written communications to/from NA-532 is acceptable Personnel with experience as a Nuclear Material Program Manager at a U.S. Department of Energy, National Nuclear Security Administration (NNSA) site who can provide evidence of DOE O 410.2 experience. Letter of Designation from company management is acceptable Personnel that were a part of the ONMI sponsored Nuclear Material Management Team (NMMT) Provide NMMT Roster or Resumes Personnel with experience validating and updating a Nuclear Materials Inventory Assessment (NMIA) per U.S. Department of Energy (DOE) Order (O) 410.2, ""Management of Nuclear Materials"" requirements and guidance Provide documentation or evidence to substantiate the support, development, and/or involvement Personnel with data entry experience related to entering and validating information regarding material lifecycle management for the Material Balance Sheet/Nuclear Materials Forecast and Allotment Request (MBS/NMFAR) per DOE O 410.2 requirements and guidance Provide documentation or evidence to substantiate involvement and activity Personnel with experience with technical writing and editing a Nuclear Material Management Plan (NMMP) per DOE O 410.2 requirements and guidance Provide documentation or evidence to substantiate knowledge of NMMP DOE O 410.2 requirements as well as development of NMMP accordingly Experience developing nomination packages for Items of Interest for the National Nuclear Material Archive (NNMA) Provide documentation or evidence to substantiate NNMA nomination package development Must have access to a NNSA classified computing environment Letter of Attestation from the proposed vendor DOE Q-Clearance or the ability to obtain one.
