Description
The Supervisor of Shipbuilding in Bath, Maine, is seeking information and / or sources for a potential requirement to�have approximately 150 individuals tested for COVID-19. No solicitation exists at this time. This RFI/Sources Sought is released pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research.� In addition to testing information, SSBA is seeking to determine if small businesses exist that are capable of performing�the following scope. Small businesses believing that they have the capability to perform all of the work are welcome to demonstrate their capabilities. Scope Testing may�consist of approximatley one hundred fifty (100) polymerise chain reaction (PCR) tests administered at two separate times, resulting in a total of three hundred (200) PCR tests to be administered. Testing would�be performed at the Supervisor of Shipbuilding, Conversion and Repair facility located at 574 Washington Street, Bath, Maine.� The first one hundred fifty (100) PCR tests may be administered on 09Dec2020 and / or 10Dec2020 with the results, positive and negative, required no later than 6 a.m. EST on 14Dec2020.� The second one hundred fifty (100) PCR tests may be administered on 12Dec2020 and / or 13Dec2020 with the results, positive and negative, required no later than 9 a.m. EST on 15Dec2020. Capability Statements should include the following information as appropriate and applicable: 1) Describe your ability and experience performing the scope identified over the past 6 months. Identify 3-5 Government and/or commercial experiences relevant to this sources sought notice [include contract number, role in the effort (i.e., prime contractor or subcontractor), period of performance, dollar value, scope, client, and contracting agency contact information]. 2) Identify challenges and risks (technical, regulatory, schedule,�and any others) in performing the scope. Identify how your organization would mitigate any risks �such that there is reasonable assurance of successful performance. Also, identify and provide your rationale regarding how a specific division and/or aggregation of scope�or potential contracting alternatives could be utilized to mitigate such risks. Describe any challenges and risks that would prevent your company from proposing on potential procurements. Interested Parties Interested parties are requested to provide name of firm, point of contact, phone number, address of firm, CAGE Code, and/or a DUNS Number(s) used over the past 5 years. All interested parties are hereby invited to submit a capability statement of no more than 2 pages.� All capability statements shall be submitted electronically to pamela.everett@navy.mil�later than 9:00 a.m. Eastern Time on Wednesday, November 18, 2020: SSBA personnel may contact firms responding to this announcement to clarify a responder�s capabilities and other matters as part of this market research process. The Government will review each capability statement based on the interested parties� (and that of teaming partners when applicable) demonstrated qualifications, capabilities, expertise, experience and past performance in each area of scope within their field of expertise. SSBA�reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner SSBA determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any business confidential, and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. SSBA will review said information and safeguard it appropriately. Reimbursement of Preparation Costs The Government will not reimburse preparation costs nor otherwise provide compensation for any information that is provided in response to this announcement. THIS ANNOUNCEMENT IS NOT AN RFP AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AT THIS TIME.
