- REVISED INFORMATION:� The Request for Proposal (RFP) is now anticipated to be available on or about 24�November 2020.� There is no change to the�one-time, pre-proposal site visit scheduled for 9 December 2020 at 9:00 a.m. Australian Central Standard Time (ACST).� The maximum number of attendees is two (2) persons from each Company. �Company attendees interested in this site visit should�email to Adele Murakami, Contract Specialist, at adele.murakami@navy.mil the following:� attendees name(s), phone number(s), nationality, gender, passport number(s), a photocopy of the passport photo page, company name and address. �The Government's request for�submission of this information is revised and now to be received no later than�1 December 2020 at 2:00 p.m. HST or at the earliest convenience (NO EXCEPTIONS).�� ------------------------------------------------------------- The work for this project includes construction (design-bid-build) of two four (4) ML (25,000 BBL ea) Cut�N�Cover bulk fuel tanks; support infrastructure that includes two pump houses, a liquid fuel truck fill stand, fuel stand unloading, and filter building; and all utilities, automatic tank gauging systems, site improvements, pavements, communications infrastructure, backup generator and other work necessary to provide a complete and usable facility at Royal Australian Air Force (RAAF) Base Tindal, Northern Territory, Australia.� Additionally, the work will include (6) pre-priced options to construct:� (1) concrete vs. asphalt pavements for heavy duty pavements, (2) asphalt road section between the two tank farms, (3) pavements for the middle access gate to Tarakan Road, (4) lighting along the asphalt road between fuel farms, (5) cross over pit for fuel transfer lines, and (6) hydrant-hose checkout station, all in accordance with drawings and specifications.� In accordance with FAR 52.217-7 Option for Increased Quantity � Separately Priced Line Item, the Government may exercise the options by written notice to the Contractor within 365 days of contract award. � THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237120 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS. Estimated range is between $25 million to $75 million U.S. Dollars. The contract completion period is anticipated to be 985 calendar days.� A sources sought notice (BULKFUELTINDAL) for this procurement was posted on 22 July 2020 on beta.SAM.gov to conduct market research of interested sources. The market research included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. A one-time, pre-proposal site visit is scheduled for 9 December 2020 at 9:00 a.m. Australian Central Standard Time (ACST).� The pre-proposal site visit is to provide offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered.� The maximum number of attendees is two (2) persons from each Company. �Company attendees interested in this site visit should�email to Adele Murakami, Contract Specialist, at adele.murakami@navy.mil the following:� attendees name(s), phone number(s), nationality, gender, passport number(s), a photocopy of the passport photo page, company name and address. �The Government requests submission of this information at the earliest convenience but no later than 23 November 2020 at 2:00 p.m. HST (NO EXCEPTIONS).� Attendees should bring an umbrella and use 4WD vehicles on this Site Visit due to possible weather conditions.� Document 00100 of the RFP will provide additional detailed information regarding this site visit.��� This solicitation will utilize the tradeoff source selection process.� All technical factors, when combined, are considered of equal importance to Past Performance.� The factors are:� Factor 1 � Experience and Qualifications, Factor 2 � Past Performance, Factor 3 � Key Personnel Qualifications and Experience, Factor 4 � Safety, and Price.� Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars. Contract award will be made to the offeror proposing the best value to the Government from a non-price and price standpoint.� The Request for Proposal (RFP) will be available on or about 17 November 2020. �Printed copies of the RFP will not be issued. The RFP, including the specifications and drawings, will be available under Contract�Opportunities on the beta.SAM.gov website. Amendments also will be posted to the beta.SAM.gov web site. �It is the offerors responsibility to check the beta.SAM.gov website periodically for any amendments to the solicitation.
