Description
THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSV). This project is Design-Bid-Build and the requirement will be solicited as a �Request for Proposal� (RFP) in accordance with (IAW) FAR Parts, 13, 15, 19, and 36 and will be evaluated in accordance with the�evaluation�procedures and criteria�listed in the RFP. At least 15 percent of the cost of the contract performance incurred for personnel shall be spent on the concern's employees or the employees of other eligible SDVOSB concerns. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the solicitation has been published. A Firm-Fixed Price construction contract award is anticipated. Contractor shall furnish all supervision, labor, material, tools to expand burial capacity at Dallas Fort Worth National Cemetery in Dallas, TX. The scope of this project includes the construction of Columbarium, Committal Shelter and Cortege Lane, which consists of�� approximately 9,000 niches. Work includes but is not limited to: heavy site work, foundation construction, site preparation, earthwork preparation and large retaining wall construction, irrigation, backfilling, grading, road pavement, curbs, and certain other items and specific tasks as further defined by detailed design specifications and drawings. The estimated period of performance consists of 480 calendar days, i.e., 3 base CLINS plus 2 options, etc.), with performance commencing in�February 2021).� Specifics regarding the number of option periods will be provided in the solicitation. Brand Name �Irrigation Components Only�: A portion of this project includes the installation of irrigation components that will tie into the existing irrigation system at the cemetery.� The matching of proprietary Brand Name components shall ensure compatibility with the integration and connectivity with the existing system. The specific parts shall be included in the solicitation package. This magnitude of construction of the proposed work is between $5,000,000 - $10,000,000. Offeror�s must be registered and active with the System for Award Management (SAM), including the NAICS 237990, Other Heavy and Civil Engineering Construction with a size standard of $39.5M, they are bidding under, in order to receive a Government contract award. Performance and Payment bonds will be required from the contractor receiving award.
