- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this Sources Sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The North American Industry Classification System (NAICS) code for this effort is 541613. The requirement will consist of: Virtual High School outreach platform, supplemental platform for high schools to assist students in transition to post-high school life. The platform will provide advertising opportunities to connect with students in captive classrooms and via distance learning. Students can specifically request to be contacted by advertisers or opportunities. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the services specified herein. This contract will feed leads through digital marketing campaigns as well as generate awareness of our brand. We are looking for a supplemental program that Connecticut High Schools implement into their curriculum to help students with the transition from HS to their future. Teachers and counselors use the resources to help students transition to life after high school, including finding one�s passion and right post-secondary fit and searching for scholarships. Students set aside their regular materials and use the digital resources online. Because all schools are structured differently, specific implementation of the program differs with each school. Common examples of implementation include English, advisory, business/economics, AVID, careers classes, counseling and homeroom. This contract will capitalize on our target demographic of High School Juniors and Seniors during the academic school year. The PoP for this contract is a base-year with no options as described as follows: Base contract of twelve (12) months on or about: 01 December 2020 to 30 November 2021, and includes the FAR clause 52.217-8 in the event the Government needs to extend the period of performance. The intent of this requirement is to provide an advertising package consisting of a combination of the below listed elements. Contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary to perform the services required under this contract. The contractor shall receive, account for, process, and return all organizational and individual items tendered if applicable. The Contractor will place a customized advertiser profile on their online platforms. Ads will be delivered to students using the websites. Students will also have the opportunity to select the Connecticut Army National Guard as an option they are interested in. The platform will compile all the leads, quality control check them and send them to the Marketing NCO to distribute. The leads will include name, address, phone number, email address, High School, test scores, GPA, career interests, ethnic background and sports/activities. The Contractor shall ensure that all advertising/marketing creatives are approved by representatives of the CTARNG.� The Connecticut Army National Guard will provide Connecticut Army National Guard specific trademarked logos.� All logo�s and images will be sent to the contractor in the most efficient means possible via email or file transfer. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement. Responses are due no later than 12:00 pm EST, Tuesday, November 24th, 2020, and shall be electronically submitted to james.e.turcotte3.mil@mail.mil. This market research is for informational and planning purposes only. The Government will not pay any costs for responses submitted. Upon review of industry response to this sources sought, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest.
