- The purpose of this RFQ amendment is to answer vendor questions and extend the solicitation response time. The following information is hereby incorporated into solicitation 36C24421Q0098: A. Vendors submitted the following verbatim questions. The government has provided a response to each question. What is meant by IH, CIH or safety professional within the State of Pennsylvania (Section II, pg 4)? Can the IH, CIH or CSP reside in another state and be able to do work in Pennsylvania? Answer: IH = Industrial Hygienist CIH = Certified Industrial Hygienist CSP = Certified Safety Professional The government removes the language in the State of Pennsylvania from the section 2, page 4 of the solicitation. The contractor may reside in another state. On the fee in Section III, is the Unit Price all-inclusive to include travel time, time on site, sample analysis, equipment rentals, final reports, expenses, lodging, etc? Is the Unit Price set as an hourly rate? What does the quantity of 40 units refer to? What is the fee after the 40 units are used? Answer: The government is requesting a fully-burdened rate per Qualitative Exposure Assessment performed. The unit is one QEA performed. No sampling will be needed, as only Qualitative Assessments, and not Quantitative Assessments, are included in the scope of work. How many onsite days are anticipated for each Qualitative Exposure Assessment (QEA)? Answer: The government anticipates completing the on-site portions of two to three Qualitative Exposure Assessments per eight-hour day based on past experience. How far in advanced would the VA notify the contract holder for each QEA? Answer: Visits will be coordinated upon award between Wilkes Barre VAMC s Safety Office and the contractor. Lead time for the visits will vary depending on the availability of the service lines requiring assessments, however the government expects lead time to range from several weeks to one month. Are subcontractors able to be used for portions of the QEA? Answer: Subcontracting must comply with the applicable limitation on subcontracting requirements of 13 CFR 125.6, with reference to VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. How many QEAs are anticipated to be completed in one year? Answer: The government currently anticipates a need for 40 QEAs. All vendor questions have been addressed in this amendment, and further questions may not be submitted. B. This amendment extends the response time for solicitation 36C24421Q0098 to 2:00 PM EST on 11/25/2020.
