Description

This is NOT a request for proposal or invitation for bid. Naval Facilities Command Engineering (NAVFAC), Public Works Department (PWD) Newport, located at Newport, Rhode Island, announces a requirement for a Firm Fixed Price (FFP) construction contract for�Repair Berm at Fire Fighter Training School (Naval Station Newport, Rhode Island). This project shall be bid to include all labor, tools, qualified supervision, equipment, materials, supplies, equipment, and permits necessary to complete the General Requirements and Statement of Work. The Government will issue the solicitation as an Invitation for Bid (IFB) as a 100% Total Small Business Set-Aside. Contract award will be based on Far Part 14 � Sealed Bidding. The project consists of a Base Bid. Award shall be made on the total Base Bid price�to the responsive and responsible bidder with the lowest price acceptable to the Government. The IFB will be issued on or about�30 January 2020. The offeror is responsible to monitor and download any amendments for the solicitation from the Contract Opportunities (https://beta.sam.gov) website The berm located in the fire fighters training area requires rip rap and crushed stone on the interior of the berm to mitigate any erosion of the berm. Nonwoven Geotextile: Contractor must provide all labor, equipment, tools, supplies and incidentals necessary provide 100% coverage of the berm. The Geotextile must meet all requirement in the table below. No exceptions allowed. 4� to 6� Rip Rap: Contractor must provide 4� to 6� rip rap along the interior of the berm. Quantity of 4,000 square feet as indicated. The depth of the stone to the geotextile must be a minimum of 8 inches at any point. 3/4� Crushed Stone: Contractor must provide 3/4� crushed stone along the base of the berm. Quantity of 2,100 square feet as indicated. �The depth of the stone shall be a minimum of 2 inches. SBA Size Standard: $27.5 Million Construction Magnitude: Less than $25,000. North American Industry Classification System (NAICS) Code: 237210 Product Service Code (PSC): Z2LB The period of performance for this project is 180 days from contract award date. All work must be scheduled to be complete within this timeframe. An organized site visit will be scheduled and specific date and time will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. Bonds will be required. No telephone accepted Potential bidders must be currently registered in the System for Award Management (SAM) to be eligible for award. The Government reserves the right to cancel this solicitation, either before or after the closing date.
