Description

The Naval Air Systems Command (NAVAIR) intends to negotiate a firm fixed price (FFP) Delivery Order (D.O.) under Basic Ordering Agreement (BOA) N00019-19-G-0029 on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) located in Owego, NY. 62 This contract is for the program management, logistics, enhancement, inspection, and fielding for the Operational Test Program Sets (OTPS) developed for the Units Under Test (UUTs) to support I7 capability required by the NAVAIR Multi-Mission Helicopter Program Office (PMA-299).�� This effort will include the development of hardware kits and software components. The projected period of performance will be from September 2021 through September 2024.� The place of performance will be in Owego, NY. This action is being awarded on a sole source basis to LM RMS under authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, �Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements,� as LM exclusively designed and developed the H-60 Avionics and the MH-60R/S Common Cockpit.� LM RMS was awarded the initial and subsequent production contracts, as well as all subsequent changes and improvements in production.� LM RMS is the sole developer and integrator of the avionics suite and embedded software for the Common Cockpit, as well as other non-cockpit avionics weapon kits for the MH-60S. LM RMS is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services in a timely and cost effective manner. Note:� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.� Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals.� The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work listed requires a substantial initial investment.� However, any capability statements received by the close of the synopsis may be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
