- This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a formal written solicitation will be included as part of this submission. (SEE ATTACHED SOLICITATION). This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. The official media of distribution for this RFQ is the web. Contractors may download the solicitation (including any drawings/specifications) and any amendments via the beta.SAM web site at https://beta.sam.gov/. It is the Offerors� responsibility to monitor the beta.SAM web site for any amendments. The Solicitation Number for this acquisition is W912BU21Q0004 and a separate attachment (SF1449) is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, dated 10-26-2018. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. This requirement is 100% set-aside for small business; the NAICS code is 324191 with a size standard of 750 employees. � The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for the contractor to provide 7,000 gallons of lube oil for the Dredge McFarland in accordance with Statement of Work (SOW). � Award shall be made based on the lowest price and technically acceptable. � Request is for 7,000 gallons of new SAE 40 Engine Lubricating Oil for the U.S. Army Corps of Engineers Hopper Dredge McFARLAND. Date for Delivery is 14 December 2020. � � The lubricating oil is to be delivered by tanker truck(s) to the Dredge McFARLAND at the South Pier at Fort Mifflin in Philadelphia, PA, 19153. After award the Contractor has 9 to 14 calendar days to blend the product and deliver it to the Ship. � Supplier must meet the requirements listed under 33 CFR.154.� Supplier shall have 200� of hose and both female and male 2� cam lock fittings. � Contractor shall provide certification that lubricating oil meets the requirements listed herein. � SAE 40 lubricating oil conforming to API Engine Service Category �CD�, shall be provided.� The property limits of the new oil are as follows. � Viscosity: � SUS (Saybolt Universal Seconds) at 98.9�C (210�F): 72 � 85 CSt (Centistokes) at 98.9�C (210�F): 13.5 -- 16.8 SUS at 37.8�C (100�F): 700 � 1100 CSt at 37.8�C (100�F): 151 -- 237.5 Viscosity Index: 60 � 100 Flash Point �C: 216 Pour Point �C: 4.5 max. Total Base No.: 10-13 � SAE 40 oil that complies with Military Specification MIL-L-2014C, D or E is also acceptable. � SAE 40 oil that complies with Military Specification MIL-L-2014F or later is NOT acceptable. � Delivery to be coordinated with POCs listed below. � Address: 6400 Hog Island Road, Philadelphia, Pa, 19153 � POCs: James P.
