- Health Information Coding, Billing and Auditing (HICBA) Encoder Software Solution and Support Question and Answers from Solicitation - 36C10B21R0003 November 19, 2020 Note: The answers provided below are for informational purposes, to assist potential offerors in preparing proposals, and such answers do not themselves constitute an amendment to the Solicitation. Where questions and answers necessitated such an amendment, such changes have been or will be incorporated into a formal amendment to the Solicitation. To the extent that any answers provided below conflict in any way with the Solicitation and any Amendments, the final solicitation takes precedence. Number Reference Questions Answers 1. SF30 - Solicitation Cover Page - Due date Can the response deadline be extended? At this time the Government is not extending the due date. 2. Section E.10 Basis for Award and Proposal Instructions Can you please clarify the Submission Instructions? The Offeror s proposal shall be submitted electronically via e-mail to Michael Frank, Contract Specialist, michael.frank@va.gov. 3. General Question / PWS 5.3.2 Can the Government provide the latest EHRM Cerner rollout/implementation schedule? The schedule posted by OEHRM is available at the below link: https://vaww.ehrm.va.gov/resources/deployment-schedule/ 4. PWS 5.2 PWS 5.2 Software Requirements includes the following: The Contractor shall provide one consistent VistA-integrated encoder and clinical documentation improvement encoder solution for all VHA facilities to support health record coding, and clinical documentation improvement initiatives. Does the VA intend to require a separate stand-alone clinical documentation improvement (CDI) solution for tracking and reporting on CDI reviews? If so, please clarify if it should be inpatient, outpatient or both. The VA does not intend to require a separate enterprise stand-alone clinical documentation improvement (CDI) solution. 5. B.4 Price Schedule Price Schedule: For CLINs 0004-4004, would it be acceptable to change the quantity to 150 and the units to EA (each)? The government would like to exercise that item up to 150 times according to the PWS. CLINs 0004, 1004, 2004, and 3004 are only for one LOT of training and not intended to be exercised multiple times. The Optional task at CLIN 4005 is the only training that can be exercised up to 150 times.
