Interested Vendor Identification Number: W9128F21SM009 This is an Interested Vendors Notice and is for market research purposes only. �THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID.� NO SOLICITATIONS ARE CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers (USACE), Omaha District is conducting market research to identify interested vendors (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. �The Government requests responses from POTENTIAL PRIME CONSTRUCTION CONTRACTORS AND FROM POTENTIAL SUBCONTRACTORS WITH APPROPRIATE COMPANY BONDING CAPABILITY (SINGLE JOB) FOR RESPECTIVE COMPONENTS OF WORK AND RANGE OF PROJECT MAGNITUDE LISTED BELOW. �The Government will use the responses to this interested vendor inquiry announcement to make appropriate acquisition decisions for this project(s). Sources sought notifications may be posted at a later date for individual projects. Responses are to be sent via email only to Harold.Stull@usace.army.mil and courtesy copy ann.t.young@usace.army.mil no later than 2:00 p.m. CST, 11 December 2020.� Please include the Interested Vendor Identification Number in the Subject line of the email submission. Any additional documentation submitted with the questionnaire will not be considered or reviewed. PROJECT DESCRIPTION: � Ellsworth Air Force Base (EAFB), South Dakota (SD) is being considered as a primary site for Main Operating Base #1 (MOB 1) for the Air Force�s B-21 �Raider� Strategic Long-Range Bomber. As such, a mix of Master Planning, Programming, and Design activities are currently ongoing in order to maintain overarching execution and delivery timelines. The beddown will include construction of facilities potentially starting in Fiscal Year 2021 (FY21) and may extend for 5 or more years. Fiscal Year 2022 (FY22) construction currently represents one of the most significant years of Military Construction (MILCON) and/or Facilities Sustainment, Renovation, and Modernization (FSRM). USACE is seeking feedback on the construction industry�s ability to support a robust FY22 construction program in the midst of a multi-year facility buildout at EAFB. All facilities referenced will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Each facility should be compatible with applicable DoD, Air Force, aircraft, and base design standards.� In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified.� These projects will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Facilities and approximate magnitude of projects being considered for FY22 are as follows: B-21 Low Observable Restoration Facility (estimated magnitude between $70M and $100M). Construct a B-21 Low-Observable Restoration Facility (LO Hangar) at Ellsworth Air Force Base (EAFB), South Dakota (SD).� This project will provide a new +/- 95,500 SF 2-bay hangar facility and associated airfield apron, site features, utilities, and infrastructure for maintenance of low observable characteristics of the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), and closed-circuit television (CCTV) systems. B-21 Washrack and General Maintenance Hangar (estimated magnitude between $40M and $60M). Construct a B-21 Washrack and Maintenance Hangar at EAFB, SD.� This project will provide a new +/- 56,811 SF 2-bay hangar facility and associated airfield apron, site features, utilities, and infrastructure for maintenance of the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), and closed-circuit television (CCTV) systems. B-21 Mission Operations Planning Facility (MPF) (estimated magnitude between $25M and $40M). Construct a B-21 Mission Operations Planning Facility at EAFB, SD.� This project will provide +/- 47,113 SF of secure operations planning space in support of B-21 operations at EAFB. The project will include associated paving, site features, utilities, and infrastructure for operations planning for the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), uninterrupted power supply (UPS), and closed-circuit television (CCTV) systems. B-21 Add/Alter (ADAL) Flight Simulator Facility (MPF) (estimated magnitude between $20M and $30M). Construct an addition to the existing B-1B simulator facility to support a variety of B-21 training activities at EAFB, SD. This project will provide +/- 30,300 SF of secure training space in support of B-21 operations at EAFB. The project will include associated paving, site features, utilities, and infrastructure for simulators and training in support of the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), uninterrupted power supply (UPS), and closed-circuit television (CCTV) systems. B-21 Field Detachment Training Facility (FTD) (estimated magnitude between $30M and $50M). Construct a B-21 Field Detachment Training Facility at EAFB, SD.� This project will provide +/- 57,328 SF of secure maintenance training and classroom space in support of B-21 operations at EAFB and Air Force-wide. The project will include associated paving, site features, utilities, and infrastructure for maintenance training for the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), uninterrupted power supply (UPS), and closed-circuit television (CCTV) systems. B-21 Formal Training Unit/Aircraft Maintenance Unit (FTU/AMU) (estimated magnitude between $55M and $75M). This project will provide +/- 44,487 SF of secure aircraft maintenance space, +/- 43,776 SF of secure squadron operations space, and a +/- 5,000 SF non-secure flight kitchen in support of B-21 operations at EAFB and Air Force-wide. The project will include associated paving, fencing, site features, utilities, and infrastructure for operations and maintenance of the emerging B-21 airframe. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), uninterrupted power supply (UPS), and closed-circuit television (CCTV) systems. B-21 Convert PRIDE Hangar (estimated magnitude between $5M and $25M). This project will convert an existing large, historic hangar facility from its current condition as a physical fitness facility to accommodate military aviation ground equipment (AGE) in support of B-1B and B-21 operations at EAFB, SD. This project is required to relocate B-1B functions that are displaced by construction of new B-21 facilities. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), and closed-circuit television (CCTV) systems. B-21 Convert Dock 82 (estimated magnitude between $500k and $5M). This project will convert an existing B-1B hangar facility from its current condition as a B-1B equipment staging and maintenance facility to a forward supply and parts storage warehouse. This project is required to relocate B-1B functions that are displaced by construction of new B-21 facilities. The project may also include bid options for furniture, furnishing and equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), and closed-circuit television (CCTV) systems. Special construction and functional requirements: Due to technical complexity and evolving requirements associated with the design and procurement of the B-21 airframe, all listed projects will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the government with a complete facility and warranty based on the Request for Proposal (RFP). These projects will be constructed near or in replacement of existing facilities at EAFB. As such, the projects will be constructed adjacent to � and are required to integrate with � active airfield operations. Demolition of existing facilities, utilities, and infrastructure � to include hazardous materials contaminated hangars, apron, and soils may be required. New airfield apron will be designed in compliance with UFC 3-260-02 and will be constructed in compliance with UFGS 32 13 14.13. �Secure� functions as referenced in the project descriptions above may include construction, oversight and accreditation of facilities under ICD/ICS 705 criteria. Special oversight of these spaces may be required during construction, but it is currently not anticipated that construction will require active security clearances (subject to change). SUBMISSION DETAILS: All interested, capable, qualified (under NAICS code 236220 Commercial and Institutional Building Construction and (Secondary) 237310 Highway, Street and Bridge Construction) and responsive contractors are encouraged to reply to this market survey request. �Please complete the attached questionnaire and return to the parties indicated above. There is no need to provide additional qualification packages, narratives, etc. PLEASE NOTE: ESTIMATED CONSTRUCTION CONTRACT AWARD WILL BE SECOND THROUGH FOURTH QUARTER OF FISCAL YEAR 2022 (FY22) WITH CONTRACT DURATIONS RANGING FROM 360 TO 1000 DAYS DEPENDING UPON PROJECT MAGNITUDE AND COMPLEXITY.
