Notice of Intent to Sole-Source Requirement Tuesday, November 24, 2020 Page 3 of 3 Notice of Intent to Sole-Source Requirement The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for Laundry Replacement Parts for the Battle Creek VA Medical Center, 5500 Armstrong Rd., Battle Creek, Michigan, 49037. In accordance with 41 U.S.C. 3304(a)(5), 38 U.S.C. 8127(b), as implemented by FAR 6.302-5 (Authorized or Required by Statute), and under the authority of VAAR 819.7007, Sole Source Awards to a Verified Small Business, the Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to R.W. Martin & Sons, Inc., 4675 Mogadore Rd., Kent, OH, 44240. The associated North American Industry Classification System (NAICS) Code is 333318 and the Business Size Standard is 1,000 employees. It is to the Government s belief that the Laundry Repair Parts are the only laundry repair parts that are fully compatible with the replacing the damaged laundry parts at Battle Creek VA Medical Center. The Environmental Management Services at Battle Creek VA Medical Center maintains all laundry services for six (6) VA facilities, to include Battle Creek VA Medical Center in Michigan, VA Northern Indiana Health Care System, Fort Wayne and Marion, Indiana, Richard L. Roudebush VA Medical Center, Indianapolis, Indiana, Aleda E. Lutz VA Medical Center, Saginaw, Michigan, Ann Arbor VA Medical Center in Michigan, and John D. Dingell VA Medical Center, Detroit, Michigan. These repair parts are for various pieces of laundry equipment that is already installed and are in need of repair; the laundry equipment is at Battle Creek VA Medical Center Environmental Management Services facility. R.W. Martin and Sons, Inc. is the installer of the laundry equipment, maintains the current Preventative Maintenance Service contract, Contract No. 36C25020C0202, awarded on September 3, 2020. R.W. Martin and Sons, Inc. is the only authorized and known source for the replacement parts for the laundry machines that are installed at Battle Creek VA Medical Center, Environmental Management Services Laundry Plant. Please note: The consistency of the requested equipment is essential to Veteran Patient Safety and Sanitation. The requested equipment must be consistent with the existing fleet that is currently established at the facility. The estimated value of this acquisition is approximately $47,119.00. The estimated award date is on November 30, 2020. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. A firm fixed price contract with no option years is anticipated and shall be awarded. It is to the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. Interested persons may identify their interests and capability to respond to this requirement no later than 4:30 PM Eastern Time, Friday, November 27, 2020. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
