- This is a SOURCES SOUGHT NOTICE. This is for market survey only; therefore; solicitation copy requests will not be provided. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. This is not a solicitation for quotes, but a solicitation may be issued at a later date. No reimbursements will be made for any costs associated with providing information in response to the Sources Sought or any follow-up information request. The United States Air Force, Davis-Monthan Air Force Base (DMAFB) has been tasked to identify potential sources, market capabilities, and market conditions for the acquisition of Upset Recovery and Advanced IIMC Training. �Interested and capable commercial sources are being sought to determine capability to deliver the attached items. This Sources Sought Notice is seeking vendors who can provide the following: � The contractor shall provide a helicopter certified for aerobatics, experienced instructor pilots who are able to provide classroom theoretical training, hands-on familiarization, and support twelve flight training hours. The contractor shall be required to provide facilities, inflight training areas, and all aircraft maintenance and support. The contractor�shall provide required aircrew flight equipment not standard to military operations, ie headsets. The contractor shall provide for 2 (two) instructors to perform inflight duties on one sortie each. The contractor shall provide a course that provides the student with the inflight experience of upset attitudes under VMC and techniques to recognize and recover from them. The contractor shall provide a course that provides the student with the inflight experience of upset attitudes under IMC and techniques to recognize and recover from them. The contractor shall provide a course that provides the student with techniques to manage limited and low energy situations where trading potential for kinetic (or vice versa) energy is required. The contractor shall provide a course that provides non-rated aircrew with techniques to identify an upset attitude and methods to recover using crew resource management. The contractor shall provide the following: a. Clean and serviceable aircraft with qualified aircrew to support one day of Instructor Development Sorties consisting of 2 hours, which should occur prior to the main student group; academic training and up to four (4) flying days consisting of 4 hours per pilot and 1 hour of flight time per SMA, totaling twelve (12) flight hours. b. The contractor shall have adequate insurance coverage by the time of award, and continue to be insured for the full duration of contract performance. c. Necessary miscellaneous classroom supplies, material and equipment necessary to fulfill the contract. All other details described within the Performance Work Statement (PWS) attached to this notice. Any vendor feedback is encouraged, however, no direct responses will be provided at this time. All submittals received will be reviewed for informational purposes. The type of solicitation to be issued will depend upon the responses to this Sources Sought synopsis.
