- The Corporal Michael J. Crescenz Veterans Affairs Medical Center has a requirement for Clintegrity 360 CDI (Clinical Documentation Improvement) Pro software and support. This contract will also include VERA (Veterans Equitable Resource Allocation) analysis software and support. Clintegrity 360 CDI Pro is a suite of software used by VAMC staff to assist with proper coding of medical records. The software interfaces with CPRS and VISTA and the CDI Pro software applications and the VERA Analyzer add-on will allow VA staff to improve their medical documentation. Accurate and complete medical documentation is vital to the critical pillars of healthcare delivery: clinical quality of care, workload capture and Veteran Equitable Resource Allocation (VERA) funding and optimized 3rd party reimbursement. The Period of Performance (POP) of this contract shall be 12/1/2020 to 2/28/2021. There is an urgent and compelling need for medical records to be reviewed by the Clinical Documentation Improvement Specialists (CDIS) through CDI Pro Inpatient and Outpatient Software and VERA Analyzer software. CDI Pro is used to review documentation for providers to make proper diagnoses or assess patients properly. Without these services, the CMJC VAMC would experience a compromised ability to properly code medical records which could result in a delay in patient services. This would directly impact both patient care and revenue at the medical center. Nuance Communications, Inc. is the sole manufacturer of and maintains proprietary rights to Clintegrity VA CDI Pro IP/OP Software, VERA Analyzer and associated services. Currently, these solutions are only available under SEWP contract NNG15SD19B and sold to individual VA Medical Centers from Nuance s sole authorized reseller, Alvarez LLC. Alvarez is the awardee of SEWP contract NNG15SD19B. The required services are not available for purchase directly from Nuance. Alvarez LLC is the only firm capable of providing the software as described without VHA experiencing substantial duplication of cost. The VERA Analyzer software cannot operate by itself and to purchase another VERA application would require VHA to purchase a whole new suite of CDI software. The VA s Technical Reference Model shows that Clintegrity 360 is the only OIT approved Clinical Documentation Improvement software that also includes a VERA analyzer tool. NCO 4 intends to utilize the authority granted by FAR Subpart 16.505(b)(2)(i)(A) to contract directly with Alvarez LLC, an SDVOSB vendor, for this requirement.
