Description
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order with Interworks Consulting, located in Loveland, Colorado. DESCRIPTION/BACKGROUND Bureau of Reclamation intends to sole source contract with Interworks Consulting for SnowTran 3D licenses which will be incorporated with the Bureau of Reclamations existing SnowModel application. Interworks Consulting is the developer of the SnowModel licenses. As this is proprietary software, no other vendor has access to resell this. Additionally, by changing to a different snow modeling application, years of historical data could be obsolete as no other modeling applications can guarantee the continuity or results. NAICS 541512; Computer Systems Design Services, size standard $30,000,000.00. Market research indicates that only Interworks Consulting can offer the required SnowTran 3D licenses. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Mr. Jason Motala at jmotala@usbr.gov within five (5) business days of this notice. Any information received will be treated as market research information towards future similar or same requirement. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
