Would we be doing any pickups/ deliveries? Our own VA Logistics people will re-locate equipment and supplies to the rented Fort Smith building for storage as the items arrive and are processed by our inventory people at our Fayetteville warehouse. Once the new CBOC is ready, phased moves will begin. We will have a separate moving contract to have all of the equipment placed in the CBOC just like the Springfield and Joplin move in 2018. In the statement of work it says 2 option 6 month periods but the price cost schedule states 1 yr for each. Can you clarify which one is it? It would be ideal to have 6 month options. The CBOC is scheduled for completion in December of 2021. It may or may not be finished by then so we need to have options for longer. Two 6 month options give us flexibility, instead of potentially wasting money on a building that we don t need anymore. Will we be responsible for wrapping/ palletizing your products? No, our own Logistics people will take care of that and then the move contractors will be responsible for it from the rented building to the new CBOC. For temperature controlled, do you need freezer as well? No, by temperature controlled we just mean central heat and air. A lot of the medical equipment is temperature sensitive electronics. How soon do you anticipate starting? We plan to start buying equipment beginning in January. There is no mention of storage capabilities (pallet racking, industrial shelving, etc) is there a need for anything like this? If there is no need for storage capabilities such as these, do we have the ability to provide them (such as pallet racking) to utilize vertical space and reduce our overall footprint?  If so, what is the minimum number of pallets we must be able to store? Some of the equipment will be on pallets, some of it will be on wheels and extremely bulky (like stretchers and crash carts), so we need floor space and room to move around. Shelves are not required. There is no mention of us having personnel on site is that a requirement? No, we don t need anyone there, just daily access with our own set of keys. Does all 10,000sqft need to be in the same location or can it be split? We need one location. Who controls/owns the inventory in the warehouse: For liability purposes (and to what limits if contractor) For chain of custody Shipping and receiving The VA will control the inventory. We will not have anyone on site except when dropping things off. There will not be any shipping or receiving from there, so there will be no chain of custody. As we procure the material we (VA Employees) will bring it to the rented facility and drop it off. It will be staged in place until our contracted movers take it to the new clinic, and a VA Employee(s) will be on site to facilitate that. Are we required to have any specific material handling equipment (forklift, pallet jacks, etc) on site? This depends on if the selected site has a loading dock. If it does not, then we would like to have a forklift or at least a walkie-stacker furnished as well as a pallet jack. Can you define the requirements of 24/7 monitoring (i.e. just standard security monitoring system or is video or anything else required)? All we need is a standard intrusion alarm like ADT or something similar. Is there any flexibility on the location being in Fort Smith, AR? This depends on how far away it is. The new Clinic will be located next door to the Ft. Smith Airport and 188th Wing. Any surrounding areas within reason may be acceptable. With the space being at least 10,000 SF feet, will the VA bring additional assets such as shelving and tables? We will not be bringing tables or shelving. Are there any minimum height requirements of the storage facility? We need to be able to move palletized equipment through the door, some of it such as server racks are over 96 inches tall when palletized. Are there any backup power requirements? No backup power requirements. Is there a requirement for contractor to periodically clean the warehouse? No, we won t need housekeeping. Is there a requirement for contractor personnel to be present at any time? Only in the event of a problem with the building or if they need to do routine maintenance. Does the VA prefer to have a dock with the overhead door or an overhead door at ground level? We would prefer a dock with overhead door. Does the 10,000 SF have to be all in one open area or can there be some walls in between storage areas so long as the storage areas has its own overhead door? As long as there are overhead doors in each area that would be fine.
