Description
Purpose: The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS) to identify capabilities to provide for Field Programmable Gate Array (FPGA) Improved Platform Integration Kit (iPIK) and FPGA Platform Integration Kit (PIK) Production. Description: This Request for Information (RFI) is issued solely for information and planning purposes, as a means for the Government to conduct market research, identifying interested parties and their capability to support the Governments potential requirement FPGA iPIK and FPGA PIK Production. This Request for Information is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of PM-TAS. The Government is interested in the First Article Test (FAT) and build to print production of up to four hundred (400) FPGA based Improved Platform Integration Kits (iPIKs) and up to one thousand six hundred (1,600) FPGA based Platform Integration Kits (PIKs). These pieces of hardware are part of the digital fire control system that helps to set fuzes on precision munitions. The primary difference between the two devices is that the iPIK has a Type II GB-GRAM card internally while the PIK requires an external GPS signal. This effort will include using a Type II GB-GRAM cards as Government Furnished Material (GFM), procuring Printed Circuit Boards (PCBs) to a drawing, procuring metal parts and wiring harnesses. It will also include the integration of these components in accordance with a drawing package and specification. Also of importance is the ability to obtain and hold security keys which is needed to produce the FPGA iPIK and FPGA PIK. For planning purposes, this effort is anticipated to commence 31 July 2021 through 30 July 2026. All interested vendors are requested to provide: Statement of capability describing the vendors capability and concept(s) to provide FPGA iPIKs and FPGA PIKs. Rough Order Magnitude Cost to conduct FAT and produce FPGA iPIKs. Rough Order Magnitude Schedule to produce FPGA iPIKs. Rough Order Magnitude Cost to conduct FAT and produce FPGA PIKs. Rough Order Magnitude Schedule to produce FPGA PIKs. Proof of an active MAAP account for the holding and tracking of Type II GB-GRAM cards. Proof of an active COMSEC account for the obtaining and holding of black keys. Proof of facility clearance. Proof of IPC 610 and 620 certification. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as identification of current customers. This Market Survey is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the United States Government. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the non-restricted/non-proprietary and unclassified information. As a result of this Request for Information (RFI), a Request for Proposal (RFP) may be issued to conduct FAT and produce FPGA iPIKs and PIKs. Participation in this Request for Information (RFI) is completely voluntary by the vendor and as such all costs to develop the vendors response are to be borne by the participating vendor. All interested sources are encouraged to submit their abilities/capabilities no later than 14 days from date of this publication, by Friday, 04 December 2020 15:00 EST, to: Klaudia A. Grabias, ACC-NJ-JA Bldg. 9, Picatinny Arsenal, NJ 07806-5000; email: klaudia.a.grabias.civ@mail.mil. Please include company name, address, telephone number, point of contact, brochures/literature, etc., and any prior performance relating to this effort. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. As stated above, please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred.
