- NOTICE OF INTENT The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Kansas State University located in Manhattan, Kansas on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for UAS 3.0�Unmanned Aircraft Systems Challenge Program Scenario Requirements for these Challenges are as follows: � Exterior search and rescue where thermal imaging cameras could be used to return locations of missing persons with sub-meter accuracy. The area would likely be heavily forested, so the teams would rely solely on the thermal imaging rather than visual confirmation. Location tracking of first responders within a multi-level structure where GPS is neither consistent nor accurate and the z-axis has never been quantifiable. The ideal structure would be multiple level (3 or more). Solutions should include an unobtrusive, wearable transmitter for the first responder in the structure whose location is detected by a combination of sensors exterior to the building of which at least one is mounted on a UAV for z-axis measurement. Security of drone control and data transmission where drone control in many cases may be using widely known, legacy communication channels that are exclusively or in part publicly available. The control channel frequencies could be monitored for replay or, jammed to impair or disable control of the drone. Teams should demonstrate resiliency to these attacks through secure transmission, but also in the ability for the drone to perform in an expected manner should it detect an attempt to disable its communications. Equally, discovered data (i.e. imaging), transmitted out-of-band relative to the control transmission, should be encrypted to ensure secure reception. To include technical support to run and the ability to host national competitions for the Public Safety Communications Research Division in accordance with the performance work statement. � The NAICS Code is 611310 � Colleges, Universities, and Professional Schools, with a Size Standard of $27 million in annual receipts. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Kansas State University for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by December 8th, 2020.
