Description
NOTICE OF INTENT - Presolicitation notice for a non competitive action The United States Agency for International Development (USAID)/Liberia intends to make a sole source award to Synergy International, Vienna, Virginia for the purpose of providing Performance Indicators Data System (PIDS) management services to the Mission. The anticipated performance period is a six-month base contract with a six-month option period. The award of this contract is expected in January 2021. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)2, Impairment of Foreign Aid Programs, which states that �full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation�. AIDAR 706.302-70(b)(5) further states that this authority may be used �for the continued provision of highly specialized services when award to another source would result in substantial additional costs to the Government or would result in unacceptable delays.� A critical foundation of the USAID/Liberia Mission�s MEL efforts, PIDS supports the collection and tracking of dozens of indicators and site visit report aggregation to ensure historic data collection and effective program oversight, donor coordination, on-demand analysis and Geospatial Information Systems (GIS) mapping, COVID-19 tracking and mitigation planning, and program outreach communication. Synergy International has been providing these services as a subcontractor under an existing contract.� USAID is in the process of launching a new data collection system; however, given rollout delays, a bridge is needed to ensure uninterrupted services to the Liberia Mission. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
