AMENDMENT 0002 TO SOLICITATION: 36C24921Q0050 Reference: MAINTENANCE AND TECHNICAL SUPPORT: Provide afterhours support for problems with call-pack periods not to exceed 30 minutes from the placement of a call for assistance Question: Customers may contact the BD Technical Support Center 24/7/365 for immediate assistance and remote troubleshooting. If an issue is not resolved during the initial call to TSC, the TSC agent will schedule a mutually agreeable callback time with the customer. Is this acceptable to the customer? Response: Offeror s question falls under page 25 & 26 in solicitation relative to acceptance of the solicitation as a given or requires adjustment based on offeror s proposal. Reference: MAINTENANCE AND TECHNICAL SUPPORT: Customer support with remote virtual private network (VPN) ability and onsite repairs available 24 hours per day/7 days per week Question: Does the VA accept that BD uses RSS Bomgar, which is an SSL tunnel that uses TLS v1.2? Does the VA accept that onsite repairs are performed by the third-party manufacturer, and they shall deliver replacement equipment or commence onsite repairs of the nonconforming equipment within 72 hours of receiving the request? Response: Offeror s question falls under page 25 & 26 in solicitation relative to acceptance of the solicitation as a given or requires adjustment based on offeror s proposal. Response to this question is done after submission of offers and during the evaluation before award. Reference: PLANNING AND INSTALLATION The service provider shall be required to utilize a point-to-point VPN between themselves and Memphis VAMC if necessary, to dial into the system for diagnostic or upgrade purposes. All security requirements need to be met. Question: Does customer accept that BD uses RSS Bomgar, which is an SSL tunnel that uses TLS v1.2? Can customer provide further specifications for security requirements? Response: Offeror s question falls under page 25 & 26 in solicitation relative to acceptance of the solicitation as a given or requires adjustment based on offeror s proposal. Offeror can provide MDS2 form to allow Government to further assess if device security meets agency requirements. Reference: PLANNING AND INSTALLATION Contractor shall provide a system that maintains a minimum of 99% up time performance rate. Failure to provide this may result in a possible contract termination. Question: IV Prep support is comprised of 24/7/365 remote technical support with both telephone and online access, software maintenance that includes updates for generally released patches and upgrades for existing functions, and onsite support within 72 hours. Will the VA accept this approach for system maintenance? Response: Offeror s question falls under page 25 & 26 in solicitation relative to acceptance of the solicitation as a given or requires adjustment based on offeror s proposal. Response to this question is done after submission of offers and during the evaluation before award. Reference: PLANNING AND INSTALLATION Contractor shall use any VA furnished items in conjunction with, and exclusively for, performance under this contract. Question: Will the VA clarify the meaning of VA furnished items? Response: No specific Government (VA) furnished equipment or materials was proffered; therefore, contractor is responsible to ensure they have all the proper equipment, materials, supplies, and labor to perform the work. Reference: VII FOB Destination, Delivery and Acceptance: Equipment no later than 30 days after receipt of order (ARO) or award of contract. Question: In order to avoid the VA having to store the equipment prior to installation, would the VA accept delivery of equipment 30 days prior to the stated implementation timeline of 10 months? Response: Offeror s question falls under page 25 & 26 in solicitation relative to acceptance of the solicitation as a given or requires adjustment based on offeror s proposal. Training Failure to complete the mandatory annual training and sign the Rules of Behavior annually, within the timeframe required, is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract until such time as the training and documents are complete. Question: Will Memphis VA allow BD to meet training requirements as outlined within BD s current MOU ISA, section 3.2.12? Response: Offeror s question falls under page 25 & 26 in solicitation relative to acceptance of the solicitation as a given or requires adjustment based on offeror s proposal. Response to this question is done after submission of offers and during the evaluation before award. Reference: Brochures and manuals should be a separate attached file. For offeror choosing to submit an Online or Virtual product demonstration, it must be completed before final proposal submission. A video file of the product demonstration should be included with but separate from final proposal document submission. Question: Due to file size limitations, will the VA accept a publicly accessible link to view the video product demonstration? Response: Government will not accept a publicly accessible link to view video product demonstration. Reference: VA HANDBOOK 6500.6 -INFORMATION SECURITY AND PRIVACY REQUIREMENTS (MAR 2010) LIQUIDATED DAMAGES FOR DATA BREACH Question: Will the VA confirm that those damages constitute VA s remedy for a data breach or privacy incident? Response: Confirmed. The above numbered solicitation is amended as set forth herein. The hour and date specified for receipt of offers is not extended. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended on each copy of the offer submitted. FAILURE OF YOUR ACKNOWLEDGEMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER.
