VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP, under $250K VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 01 Eff date 04/23/2018 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 20 for the Roseburg VA Medical Center. This procurement is funded with Laboratory (113) Purchase Request 653-21-1-028-0015 in the amount of $50,000.00 for Period of Performance 12/1/20-11/30/2021. Total award value including all options $225,000.00 12/1/20-5/31/25. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Roseburg VA Medical Center utilizes the local hospital Mercy Medical Center in Roseburg, OR for processing lab specimens sent from the Roseburg VA Medical Center after hours. Patients who come in and get labs drawn during Roseburg VA Urgent Care times need to have them sent to Mercy, as the VA Lab has limited operating hours. The Roseburg VA Medical Center is in a rural area, and services are limited after hours. Due to the Roseburg VA Lab Hour changes, specimens taken after Lab hours are required to be sent to Mercy Medical Center for immediate processing for patient care. There are no closer labs that can process these after-hours specimens in a timely manner. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The time it would take to send specimens outside of Roseburg to be shipped, received, processed, and resulted out would take a longer time than it would to simply send to the local hospital for processing. This delay in results could potentially cause a patient safety risk dependent upon critical results. Description of market research conducted and results or statement why it was not conducted: There are no labs open in the evening after the Roseburg Urgent Care has closed, and no other urgent cares locally are open at night to process patient results. Market research will be conducted on subsequent procurement request to assess the availability of other sources for this laboratory testing services requirement. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
