FEDBIZOPPS.GOV ANNOUNCEMENT:� Pre-Solicitation Notice CLASSIFICATION CODE: R -- Professional, administrative, and management support services SUBJECT:� International Committee for Information Technology Standards (INCITS) SOLICITATION NUMBER: NB770040-21-00324 INCITS CONTACT POINTS: Karen Armstrong, Contract Specialist (301) 975-3671; Keith Bubar, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the International Committee for Information Technology Standards (INCITS) for membership covering a period of one year. ***** Sole source determination is based on the need to acquire a membership that will allow NIST the ability to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. INCITS has more than 50 technical committees and study groups that are constantly developing standards for new technologies and updating standards for older products that are evolving through innovation. New products and new approaches come online every day in the ICT marketplace.� INCITS members work with the developers and users before a product goes to market so it is broadly accepted and highly interoperable. Standards are critical to success for a product in the IT marketplace.� INCITS is the development forum for market-relevant standards that drive the tech industry.� The International Committee for Information Technology Standards (INCITS) is the only source for this type of membership.� It must be purchased directly through INCITS.� *****The North American Industry Classification System (NAICS) code for this acquisition is 813920 - Professional Organizations, with a small business size standard of $16.5 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
