- Description
- The National Guard Bureau (NGB) intends to award a sole source contract for the F-16 Weapon System Simulator Training (WSST) requirement.� The purpose of the Air National Guard (ANG) WSST contract is to provide domestic�and international combat capable aircrews.� The contractor shall provide all equipment, personnel, supplies and services necessary to perform tasks in this Performance Work Statement (PWS), except as specified in Para 3.0 and Sections D & E as Government Furnished. Principle functions are: F-16 academic and aircrew training device instruction/console operations, comprehensive Courseware Development (CWD), and training support. During a Crisis Declared by the National Command Authority or Overseas Combatant Commander, this program is considered essential services and will continue as contracted. NGB intends to award this�sole source contract to BGI, LLC because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B).� This increased effort was unforeseen at the original time of�solicitation of the incumbent contract (W52P1J-16-C-4001/ W9133L-18-C-0002).� Competition was not sought for this requirement as the Government is currently finalizing a competitive acquisition for the�follow-on requirement and anticipates award no later than July 2021. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/ proposal.� Any interested party that believes it is capable of meeting the Technical Staff and Support Services requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1200 EST on 05 December 2020.� Responses must be submitted in writing to the Contract Specialist, Elizabeth R. Henderson, via email at elizabeth.r.henderson6.civ@mail.mil no later than the time and date noted above.� Telephone responses and requests will not be received.� A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose�of determining whether to conduct a competitive or sole source procurement.
