- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Mission and Installation Contracting Command Fort Belvoir, VA intends to solicit, negotiate, and award a Blanket Purchase Agreement for Executive Bus Services in support of Presidential State Funerals, Presidential Inaugurations, and other events across the National Capital Region (NCR). This is a request for quotation (RFQ). This solicitation number is W91QV1-21-R-0008. �The associated Product Service Code (PSC) for this requirement is V222, Passenger Motor Charter Service, size standard is $16.5 million dollars and the NAICS code of 485510-Charter Bus. This procurement is 100% total small business set-aside. Provision at 52.212-1, Instructions to Offerors -- Commercial, and its addendum applies to this acquisition and a statement regarding any addendum to the provision. See W91QV1-21-R-0008. Provision at 52.212-2, Evaluation -- Commercial Items, and its addendum applies to this acquisition. See W91QV1-21-R-0008. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The deviation to clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See W91QV1-21-R-0008 for the FAR clauses that are applicable to this acquisition. Offerors shall include a completed copy of the provision at 52.204-24- REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (OCT 2020). Description of Services/Introduction: �The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform Executive Bus Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 4.2.1 The Contractor shall provide up to 12 black 24-32 passenger Executive Mini-Buses with drivers for up to 10 days. 4.2.2 The Contractor shall provide up to 12 black Executive Limo Vans with drivers for up to 10 days. 4.2.3 The Contractor shall provide up to six (6) black Executive Motor Coach Buses with drivers for up to 10 days. 4.2.4 Vehicle Requirements 4.2.4.1 All vehicles must be in excellent operating condition with no visible damage inside or out. 4.2.4.2 All vehicles must have air-conditioning. 4.2.4.3 Vehicles shall not have any company identification on or in them. 4.3 Personnel. 4.3.1 The contractor shall provide qualified and licensed drivers for each vehicle.� 4.3.1.1 Drivers must wear black suit, white shirt, solid conservative necktie, black shoes, black belt, and as necessary appropriate cold/wet weather gear (black overcoat/raincoat, scarf, gloves, shoe covers, etc.). If the driver is female and a skirt is worn as part of the black suit, the skirt must be below the knees. 4.3.1.2. Drivers must have radios with earpieces and microphones to enable contact during practices and movements. 4.3.1.3 Drivers supporting this contract will be available for all meetings, walkthroughs, rehearsals, and ceremonies as directed by the COR or designated Government Representative. 4.3.2 The Contractor shall provide up to three (3) consultants who shall be available as Team Leaders for the execution of this contract. Qualified consultants shall have experience working with US Secret Service and military ceremonial personnel. 4.3.2.1 The Contractor shall provide a Project Manager / or Team Lead, who shall be responsible for the performance of the provided service during execution. The Project Manager / or Team Lead and alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Project Manager / or Team Lead and alternate shall be designated in writing to the KO within 24 hours after contract award. The Contractor shall provide to the COR the phone number(s) to be reached at all times or the phone number of the Project Manager / or Team Lead in the event of an emergency. 4.3.2.2 Consultants supporting this contract will be available for all meetings, walkthroughs, rehearsals, and ceremonies as directed by the COR or designated Government Representative.
