Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: 911 DataPath Pilot Project Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to secure the facilities and services of a contractor who will be responsible for working with the National 911 Program, other federal agencies, and the public and private sectors of the 911 stakeholder community, to conduct a pilot, utilizing the resources completed to date, to configure and deploy the 911 DataPath Administrative Data Set for Decision Making. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. Special consideration will be afforded to government-wide initiatives calling for less redundancy through Category Management and annual increases to Best-In-Class (BIC) & Spend Under Management (SUM) goals for the Department of Transportation. Prior to consideration of soliciting on the open market, the government will conduct market research to identify those qualified small businesses on GSA Multiple Award Schedule (MAS) and other GSA Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administrations (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of the National 911 Program, which is housed within NHTSAs Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal ""home"" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). One of the three primary tasks of the National 911 Program is to coordinate the efforts of organizations at all levels of government, to create consistent 911 policy. The Public Safety and Homeland Security Bureau of the Federal Communications Commission (FCC) is one of the Programs key federal partners. In its final January 2016 report, the Federal Communication Commissions (FCCs) Task Force on Optimal PSAP Architecture (TFOPA) identified the need to create a nationally uniform 911 data system. The 911 data system will contain uniform data elements for all Computer Aided Dispatch (CAD) data; data associated with the operation of local and state 911 systems; and, Extensible Markup Language (XML) schema that enables the collection, analysis and sharing of standardized administrative, operational, financial and CAD data from 911 calls. To date, there is no nationally uniform set of data elements utilized by 911 agencies to collect, analyze or share data/information; hampering efforts to provide evidence for decision making at multiple levels. The completion of a nationally uniform 911 data system is essential for the success of NG911, and the need for such a system was included as a formal recommendation of the 911 community to the FCC's Task Force for Optimal PSAP Architecture. Two steps have been taken by the National 911 Program toward establishing a nationally uniform 911 data system: 1) a strategic plan for its creation, operation and maintenance was completed; and 2) as a first step in implementing a portion of the strategic plan, a data dictionary and implementation plan will be completed by September of 2020, specifically for administrative 911 data for decision making. The next step in implementing the 911 DataPath and reaching the goals contained in the 911 DataPath Strategic Plan, is to conduct a pilot test, to determine the benefits, challenges of deploying and operating a system that utilizes the Administrative Data Set. OBJECTIVE: The Contractor shall provide support to secure the facilities and services of a contractor who will be responsible for working with the National 911 Program, other federal agencies, and the public and private sectors of the 911 stakeholder community, to conduct a pilot, utilizing the resources completed to date, to configure and deploy the 911 DataPath Administrative Data Set for Decision Making. The contractor will also be expected to identify and assess the benefits and challenges associated with the deployment and operation of the 911 DataPath Administrative Data Set for Decision Making. (see attached draft Sow) Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firms ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such.
