Description
This is a Sources Sought Synopsis; THERE IS NO SOLICITATION AVAILABLE. Requests for solicitation will not receive a response. Under FAR 52.219-14, Limitations on Subcontracting, at least 50% of the cost of contract performance incurred shall be expended for the prime contractor employees of the concern or other businesses within the same socioeconomic category for service-type procurements The Great Lakes Acquisition Center (GLAC) in Milwaukee, WI is conducting market research with the intent of determining the interest, capabilities, and qualifications of a company to conduct MOHS Histotech training for staff at the Madison VAMC in Madison, WI. This Sources Sought Synopsis is published for market research purposes. Proposed project anticipates competitive, firm fixed price contract. Please review this announcement, including all attachments, in their entirety. We request that interested offerors complete and return a Capabilities Statement as described below. Capabilities Statement will be used to identify firms who possess both the capability and experience to provide this service for the Madison VAMC. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement The requirements are as follows: Background. The purpose of this contract is to provide initial training for VA Dermatology Histotechnicians to obtain foundational knowledge of Mohs lab requirements. This training will provide the perquisite training necessary to allow the VA lab to be once again fully functional and provide the necessary experience for additional training as necessary and appropriate. Scope. Training for Histotechnician working in a Mohs lab service will cover all aspects of working as a Histotechnician including but not limited to: receipt and scoring of tissue, proper specimen handling, staining and troubleshooting, knowledge and compliance with all relevant CLIA protocols. Surgeries and Training will be performed on site in the Madison VA Mohs lab over three consecutive days and will include a review of all CLIA documentation required in the lab for high complexity compliance. At the end of these courses, staff will achieve a certificate of completion which will demonstrate proficiency and knowledge of histotechnician functions. Performance Monitoring Training will be held at the Contractors site under the supervision of the VA Dermatology Section Chief but direct oversight by the COR may not be possible. At the conclusion of the course the attendee(s) will report to the COR to report their assessment of the vendor and their perceived quality of training and proficiency of the instructors. Security Requirements The Instructors will have access to VA patient information during training but will not directly access the VA Electronic Medical Record. No C&A or MOU/ISA is required. Sensitive information exposure as part of this contract involves applicable security controls within the facility as part of the VA Information Security Program. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The instructors will have access to VA Patient information during training but will not directly access to the VA Electronic Medical Record Other Pertinent Information or Special Considerations. The contractor will provide a certificate of completion at the successful conclusion the training. Risk Control None. Place of Performance. All training will be performed at the Madison VA Hospital Dermatology Mohs lab located at 2500 Overlook Terrace, Madison WI 53705 Period of Performance. The contractor will conduct a total of one 3-day training session (Contractor travel time brings total time commitment to 5 days) Prior Government contract work is not required for submitting a response under this sources sought synopsis. Interested Firm's shall respond to this Sources Sought Synopsis no later than 2:00 p.m. Central Time on December 4, 2020.
