- Sources Sought Notice: This notice is for market research purposes only, with the intent to identify both large and small businesses under the special socioeconomic categories identified in FAR 19.203 (8(a), HUBZone, SDVOSB, WOSB) that are interested in and capable of performing the requirements in the attached requirements document. This sources sought notice neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose.� Each interested party should submit a tailored capabilities statement for this requirement not to exceed fifteen (15) pages (including any attachments) that clearly details the firm's ability to perform the aspects of the requirement described within this Sources Sought Notice. Each interested party must articulate its qualifications and capability to support the requirements of the attached draft Performance Work Statement (PWS).� Background: The Office of the Deputy Assistant Secretary of the Army for Cost and Economics (ODASA-CE) develops and manages cost analysis tools, models and databases for the Army. There is a need for a cost tool to assist in developing cost estimates for programs early on in their lifecycle. Historically, this requirement has been fulfilled by the TruePlanning software licenses and associated technical training provided by PRICE Systems, LLC. The most recent incumbent contract number is W91CRB-16-C-0008. SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances- All contractors must either possess an active secret security clearance or be in process for a secret clearance prior to work on this contract. The anticipated NAICS code is 541511 (Custom Computer Programming Services) with an associated size standard of $30M. Capability Statements should include any information that can be used to determine contractor capabilities for performance of same or similar services. Additionally, all responses must include answers to the following questions in the response. 1. Provide your business size for (NAICS) code 541511, socioeconomic status as a small business, or other than small.� Is another NAICS code more appropriate? Please provide rational for using another NAICS code. 2. What is your firm's intent on this requirement, providing a proposal as a Prime or as a Subcontractor? 3. From a personnel resource standpoint, does your company have sufficient human capital assets to support a project of this size and scope? 4. Does your company have a current approved DCAA Cost and Accounting System? 5. Does your firm offer Parametric Cost Estimating Software?� If so, please provide a brief overview of the software and its capabilities. 6. Does your firm offer technical training on the software? 7. Please provide 3 brief performance summaries, including customer name and magnitude of the project for the same or similar work to the PWS. 8. Does this Performance Work Statement (PWS) provide sufficient requirements information for you to submit a proposal if it were included as part of a future solicitation?� If not, what additional requirements information would be needed? 9. Are there any ambiguities that require clarification? 10. Are the standards of performance clear? 11. Are there additional standards that should be incorporated? Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. In the body of the email, include a Point of Contact (POC), phone number, and email address of the person to be contacted regarding any correspondence between the Government and the vendor. This person should be a primary contact and capable of addressing questions or issues associated with the submission or content of the capabilities statement. All capabilities statements sent in response to this Sources Sought Notice must be submitted via e-mail no later than 4:00 PM EST, on Friday, 18 December 2020 to the contract specialist at jan.a.scott.civ@mail.mil, with courtesy copy to the contracting officer at alexander.s.obriwin.civ@mail.mil.� No fax or telephonic submissions will accepted.
