Answer vendor submitted questions in relation to this soliciation. (See continuation page) 2. Incorporate clause 852.215-70 - Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors which was inadvertantly left out at the time of original posting. All other terms and conditions of this solicitation remain the same. END OF AMENDMENT CONTINUATION PAGE Vendor Questions/Answers The PWS calls for four vehicles that can carry 9 people socially distanced during peak hours. Are other combinations of vehicle size/seats that achieve 36 simultaneous passengers acceptable? The VA will consider quotes for alternative vehicle sizing if it can be demonstrated that proper social distancing protocols can maintained, and employees can be moved as promptly without having a long wait time. Are there any requirements for peak/max capacity during a 30- or 60-minute period? On average 100 passengers over a 3-hour period (morning rush) means 33 per hour. With 9 passengers per trip, then 4 trips would be enough. That could be accomplished with two shuttles. While trips may be able to be performed with only two shuttles which are appropriately sized to maintain social distancing this would assume perfect conditions are in place. Due to the many varying work schedules and employees arrive and leave for work throughout the three-hour period a two-shuttle system may not be able to provide consistent, timely and expeditious service between both facilities. Are there any requirements for maximum waiting times? If only moving 9 people per trip with a trip time of 20-30 minutes, people might be waiting 15 minutes or longer for the next shuttle to arrive. If more than 9 people are waiting, it can be double that time. The agency does not desire a long wait time. The purpose of the request for 4 shuttles is to allow for continuous movement of shuttles between sites to eliminate a lengthy wait and to move the requested volume of employees at expeditious as possible. Will face masks over nose and mouth be required for all passengers? If so, doesn't wearing them reduce the social distancing requirements and allow for a higher passenger count per trip? From CDC: ""It is especially important to wear a mask when you are unable to stay at least 6 feet apart from others since COVID-19 spreads mainly among people who are in close contact with one another (within about 6 feet). "" (https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-guidance.html) Masks are required for passengers AND social distancing must always be maintained. This is an additional requirement put in place by the VA Pittsburgh Healthcare System infection prevention department to maximize mitigation efforts when bringing employees to a healthcare facility that cares for potentially high-risk patients. What seating configuration is the VA contemplating when requiring a minimum 28 passenger shuttle to hold 9 people socially distanced? Generally, a 28-passenger shuttle would have 7 rows with 4 seats each. If only using window seats and skipping rows to maintain distance, then only 4 rows (1, 3, 5, and 7) with 2 people would be used...so only 8 passengers and a driver. If maintaining distance from the driver is required, that means only 3 rows (2, 4, and 6) with 6 passengers. An existing shuttle program utilizing these standards is using the above highlighted method. A barrier (i.e. plexiglass) is recommend in order to separate the driver form the passengers. In addition to social distancing in open spaces, can the installation of vapor/breath (plastic) barriers be installed between rows of seats to increase capacity per trip? The VA Pittsburgh Healthcare System infection prevention department requires the maintenance of social distancing regardless of installed barriers to maximize mitigation efforts. Are ADA compliant shuttles with wheelchair lifts/ramps required? If so, how many of the shuttles and how many wheelchair spaces per shuttle? ADA shuttles are not needed for this requirement. Can shuttles that are not in use be parked/stored on VA property? This would include outside peak hours and overnight. There is no space to park or stage vehicles on VA property at the University Drive Division. There is the potential to park or stage a vehicle on VA property at the H.J. Heinz Division but cannot be guaranteed. Independent storage of vehicles is recommended for this requirement. If an ineligible passenger refuses to depart the shuttle, what action should the driver take...allow them to ride for the benefit of the eligible passengers or refuse to depart and call VA police? Should an issue arise with an ineligible passenger the driver should contact VA Police to remove person from shuttle. End of Document
