- PRE-SOLICITATION NOTICE(FAR 5.204): FORT ROCK WELL DRILLING AND WATER WELL INSTALLATION, LAKE COUNTY, OREGON. 1. Purpose. This Presolicitation Notice is issued solely for informational and market research purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Department of Interior, Bureau of Land Management is not at this time seeking proposals and will not accept unsolicited proposals. It is the responsibility of the interested parties to monitor the Government Wide Point of Entry identified in this notice for additional information pertaining to this Presolicitation Notice. Specific instructions on submitting your quotes will be contained in the solicitation documents to be issued on or after the date listed below. 2. Requirement Description/Information. 2.1. Proposed Work: This Presolicitation Notice seeks to obtain information from interested parties, including the vendor community, to drill and install casing for one (1) new water well and test. The U.S. Department of the Interior, Bureau of Land Management, Oregon State Office, Procurement Management Branch, intends to solicit quotes from qualified Small Business firms as a Small-Business Set-Aside, for a firm-fixed price construction contract to furnish all labor, equipment, supplies, and materials (except for specified Government-furnished property) to drill and install casing for one (1) new water well and test it as specified in the forthcoming Statement Of Work. Installation of the pump will not be necessary. In accordance with FAR Subpart 36.204, the price range for this requirement is between $25,000 and $100,000. 2.2. Location of Work: Work is to be performed in Lake County, Oregon. The work location is shown on the drawings at T25S R16E Sec. 6 NE/SE. Please see map and drawing attachments. 3. Additional Information. The Government award will be based on a �Lowest Price Technically Acceptable (LPTA) Evaluation�. The North American Industry Classification System (NAICS) Code for this project is 237110, and the small business size standard is $39.5 million. Contractors must be currently registered in the System for Award Management (SAM) as a Small Business under the relative NAICS code. Offerors not listed as a Small Business under the appropriate NAICS may be deemed ineligible for further consideration for award. Offerors are required to have a DUNS number and an active registration in SAM (www.sam.gov) to conduct business with the Federal Government. 4. Tentative Requirement Dates. 4.1. Solicitation Issue Date: On or about December 15th, 2020. 4.2. Contract Completion Date: On or about August 1st, 2021. 5. Publicizing and the Government Wide Point of Entry (GPE). The solicitation and attachments will be posted electronically on or about December 15th, 2020 at the following website: Beta.sam.gov All amendments will also be posted to this website. Responses will be due approximately 30 days following the date of the posting of the solicitation unless extended. The entire solicitation package with all attached documents will be available in Adobe PDF. Paper copies of this solicitation will not be made available. This synopsis/Presolicitation Notice is not a solicitation. 6. Special Requirements.
