- INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract using DESIGN-BUILD selection procedures for Roofing and Re-insulation Project at the Garland VA Medical Center (VAMC) in Garland, Texas. PROJECT DESCRIPTION: This project is a design-built project to address the reroofing of the VA Medical Center at Garland at four (4) selected roofing areas: Medical Office Building approx. 22,000 square feet., the Warehouse approximately 20,000 square feet; Roof A - approximately 43,000 square feet and ED - roof approximately 12,000 square feet. The project is to reroof and reinsulate these existing BUR roofing systems. The reroofing will involve multiple steps: 1. Conduct an infrared aerial survey of the VAMC at Garland to determine the current roof leaks along with generating CAD files of the roofing systems at both locations. 2. Provide temporary patching to minimize roof leaks and further interior damages, 3. Create plans to remove existing roofing, flashings, insulation and ACM, 4. re-insulate, replace parapet caps and flashing, renovate scuppers, HVAC curbs, utility penetrations and reroof with a TPO roofing membrane and associated mastics, and flashings. This plan will include access scaffolding, material storage, job site security, handling and disposing of ACM, general disposal of existing BUR and flashings and caps. It is important that construction phases allow the user services to maintain operations during construction in the surrounding areas. More information, to include specifications and drawings, will be available when the solicitation is issued. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 238160 with a size standard of $16.5 Million. The solicitation will be issued on or about December 23, 2020. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00.
