Description
The Naval Sea Systems Command intends to issue an unrestricted solicitation (N00024-21-R-2150), in accordance with Federal Acquisition Regulation (FAR) part 15, for Concept Studies and Preliminary Design for the Light Amphibious Warship (LAW). LAW is a long-range, beach-able, medium-sized ship that will bridge the gap in expeditionary operations within a contested environment. LAW will be a new ship designed to support the employment of the Maritime Littoral Regiment (MLR) by providing direct conveyance to beaches in order to on-load and off-load expeditionary forces, equipment and supplies. The vessel shall provide mobility of forces from the point of embarkation (beach, marina, harbor, or port) through the littorals, across Open Ocean, and to a point of debarkation (beach, marina, harbor, or port) that affords maritime tactical advantage.� The Navy�s planned date for release of the RFP is 1st Quarter FY21.� It is the Navy�s intent to award multiple contracts for Concept Design and Preliminary Design.� The contract(s) will be awarded to the responsible Offeror(s) whose proposal represents best value to the Government, price and other factors considered.� Concept Studies is planned for FY21 and Preliminary Design option award, if exercised, is planned for FY21.� Award of Concept Studies contract will not guarantee an Offeror�s option CLIN for Preliminary Design to be exercised.� This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis. Any comments and/or questions regarding this pre-solicitation synopsis must be submitted to the Contracting Officer, Daniel Antoon, via email at Daniel.Antoon@navy.mil, and Contract Specialist, Troy Balk, via email at Troy.Balk@navy.mil. No telephone inquiries will be accepted.
