Description
This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: The VISN 02, Network Contracting Office (NCO) 2, is issuing a notice of intent to pursue a non-competitive procurement with ForTec Medical, Inc. for Holmium (low & high watt), Co2, and Lithotripsy Laser units, to include the technician and supplies. ForTec Medical, Inc. has been determined as the only one responsible source as determined in accordance with procedures prescribed in FAR 13.106 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The surgical suites at the Buffalo VAMC are specifically wired to handle an electrical current that is 30amps and 240 volts or less. It is required that all equipment utilized in each suite, plug directly into the electrical wall outlet without the use of an adapter or transformer. The purpose of this notification is to communicate the Government s intent to solicit and award a non-competitive purchase of Holmium (low & high watt), Co2, and Lithotripsy laser units, including the technician and supplies. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The VA Medical Center in Buffalo, NY requires a two (2) year Firm Fixed Price (FFP) IDIQ contract with ForTec Medical, Inc. to provide the required medical procedures to eligible beneficiaries of the VA Medical Center that meet the technical specifications required by the surgical suites. The NAICS code is 621999 All Other Miscellaneous Ambulatory Health Care Services The Size Standard is $15 Million The Product Service Code is Q999 Other Medical Services This non-competitive award is implemented by FAR 13.106-1(b), as it has been deemed that only one source is available to meet this specific requirement. The Government intends to procure this sole source requirement under FAR Parts 12 and 13.5. The Buffalo VAMC has a requirement to establish a contract with ForTec Medical, Inc for a two (2) year period of time. Market research has revealed this contractor is the only source capable of providing the required lasers that will meet the electrical requirements without the use of an adapter or transformer. Therefore, the government intends to procure these services on a sole source basis from ForTec Medical, Inc. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
