Description
The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to enter into negotiations and subsequently award a sole source, Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement (BOA) N00019-17-G-0013�to BAE Systems Information and Electronic Systems Integration, Nashua, New Hampshire for the design and development of an ALE-55 towed decoy system for use on Aerial Targets. Contract award is anticipated for fourth quarter fiscal year 2021 and the anticipated delivery order will be for 18 months. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BAE Systems is the sole designer, developer, manufacturer, supporter, and depot repair facility of the AN/ALE-55 Fiber Optic Towed Decoy (FOTD) and Electronic Frequency Converters (EFC), having won a full and open competition for EMD in November 1995. No other type of supplies or services beyond the AN/ALE-55 FOTD and EFC will satisfy the agency requirements. BAE Systems has a unique and in-depth knowledge of the design and manufacturing complexities and is the only qualified source with the comprehensive knowledge, rights and technical data to perform the BOA requirements due to previous and ongoing contractual efforts. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
