- Solicitation N00421-21-T-0006 is issued as a synopsis/solicitation.� The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order as a Sole Source with College of Southern Maryland (CSM). Interested vendors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.� This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. Award all or none See Attached RFQ. The requirement is for the maintenance of a workforce development process that provides NAWCAD with a pipeline of Mechanical Engineering (ME) and Electrical Engineering (EE) undergraduate students. Under the this process, students joining the NAWCAD workforce as interns through the STEM Student Employment Program (SSEP) and then convert into full-time engineering positions upon graduation and fulfillment of all intern program conditions. The College of Southern Maryland (CSM) is the only educational institution that supports the tri-county southern Maryland area with engineering Associates degrees relevant to an ME an EE educational pathway. In addition, CSM maintains an Educational Partnership Agreement with NAWCAD and an Articulation Agreement with the University of Maryland (UMD). These agreements facilitate the transfer of qualified engineering graduates from CSM into the Clark School of Engineering at UMD. The two-step program of study (CSM AA and ASE degrees, UMD BS degrees) is an essential part of the NAWCAD's engineering recruitment and retention strategy. Because of its unique location and connection to the local community, CSM executes the first step by promoting the program to area students. CSM then educates assists and advises students in reaching the second step of the process, admittance into UMD. It is CSM's recruiting and advising process that provides NAWCAD with a locally cultivated technical workforce with the highest retention rate of any recruiting program. Other institutions have agreements with UMD, but none of these schools have the regional connection that CSM offers. CSM's process attracts students to the Intern program and prepares them for the transition to UMD and NAWCAD as engineers. This process results in a high degree of retention of high demand technical employees. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However all quotes received by 12:00 pm Est on 10 December 2020 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
