- Page 2 of 2 Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Removal and Replace Heat Exchanger This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Please ensure your DUNS number is included in your submission. The Veterans Health Administration (VHA) is seeking a qualified vendor to remove and replace a heat exchanger at the Newington Connecticut VA Medical Center. The standard of services shall be of quality; meeting or exceeding those outlined in the General Requirements section below. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: Location of Facility: Newington VAMC 555 Willard Ave Building 2E Newington, CT 06111 Scope of Work: All contracted work shall be performed by a qualified vendor. The contractor shall: Remove and dispose the existing heat exchanger Supply and install one new heat exchanger Bell & Gossett (or equal) 5-260-148-001 Horizontal type BEU shell and U-tube complete replacement for steam to water serv unit built stamped per ASME code, 150 PSIG shell side, 125 PSIG tube side Supply and install new gasket set Functionally test new equipment for proper operation Provide documentation of successful test results Schedule: All work shall be performed during normal working hours 7:00AM to 5:00PM EST Monday through Friday, unless other dates and times are arranged and approved by the VA and the Contractor in advance. Interference to Normal Functions When the contractor s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the VA designee at no additional charge to the Government. In the event of an emergency contractor services may be stopped and rescheduled at no additional cost to the Government. Storage of Equipment & Materials: The contractor shall arrange with the VA designee for allocation of required workspace and for the storage of equipment and material to be used for this project. Storage space is very limited. There are no exclusive areas within the campus that can be given to the contractor for their storage needs. Additionally, no space shall be made available for the placement of a contractor trailer for this project. The Contractor shall schedule delivery of materials to limit the amount of storage space and time. Debris Removal The Contractor/Installer shall be required to remove waste materials and debris daily from the campus. All waste material and debris shall be removed off the site by the contractor and shall be disposed of in accordance with applicable State and Federal regulations. Site Utilities: The Contractor/Installer should note this scope of work does not detail all existing structures, utilities, or components that may potentially interfere with the contract work required. The contractor shall note any obstruction, utility, or condition that may hinder or interfere with the execution of this contract and the contractor shall make provisions in their contract price to resolve such interferences and other conditions that may hinder the proper completion of the work. All proposed utility relocations, reallocations, and shutdowns shall be approved by the appropriate VA personnel prior to commencing such work. The contractor shall verify all existing utility installations and take appropriate action prior to working around any potential utility installation. In the event a shutdown, restriction, or interruption of any utility services is required, a written request must be submitted (at least 2 weeks in advance) and approved by the VA designee. All utility shutdowns must be reviewed and approved by the VA. SECURITY: All contractor personnel shall obtain a short-term identification badge issued by the VA designee. Such badge shall be worn by the individual and prominently displayed at all times while on VA property. No employee of the contractor shall enter the project site without a valid identification badge issued by the VA. In order to obtain a short-term identification badge, contractor personnel shall present to the VA designee a valid (non-expired) photo identification issued by a US federal, state or local government agency. All contractor personnel are subject to inspection of personal effects when entering or leaving the project site. Additional Information The Department of Veterans Affairs is a smoke free environment and smoking is not permitted at the facility. COVID-19 Precautions Face coverings are required to be worn while on station. See internal VA POC for precaution updates prior to arrival on station. COVID-19 precautions can potentially change at any time; contractors shall be required to follow all current COVID-19 regulations
