Description
The Commander Fleet Readiness Center (COMFRC) hereby gives notice of their intent to award a Firm Fixed Price Purchase Order to Rockwell Automation, 201 S 2nd St, Milwaukee, WI 53204 on a sole source basis. In accordance with the Federal Acquisition Regulation (FAR) Subpart 8.405-6(a) (C), only one source reasonably available and no other supplies or services will satisfy agency requirements. COMFRC HQ, Arena software lease and Support COMFRC requires a one-year lease of Arena Professional Edition (One Developer seat and 3 Runtime seats) and the one-year lease of Arena Runtime Edition (One Runtime seat).� This requirement is a follow-on to previously procured Arena Professional Edition software licenses. COMFRC is spearheading the NSS-A Global Sustainment Vision effort to modernize Naval Aviation Maintenance.� To accomplish this use of simulation software is required to perform resource modeling of its Aviation Depots.� Rockwell Automation is the sole owner and distributor for Arena simulation software.� COMFRC has determined, after using the Arena software, that the NSS-A effort would be greatly enhanced if we renewed our licenses and upgraded to the Professional Edition.� The Arena simulation software is used in various industries (including DOD) to model discrete events.� It enables capacity and capability assessments based on historical data, resource allocation, and current state of events to evaluate key metrics such as:� Availability, downtime, resource utilization, capacity, costs, etc.� It allows for performing sensitivity analyses to account for the variability of the historical data.� It also allows the user to run different scenarios to determine the impact of any changes such as, what would be the impact of adding resources, re-allocating resources, improving TAT and /or if reliability was improved?� Arena also has an optimization tool that allows the user to determine the optimal allocation of resources to minimize costs, maximize availability, etc. Included in the purchase:� -������������ one-year lease of Arena Professional Edition (one Developer seat and 3 Runtime seats) -������������ one-year lease of Arena Runtime Edition (One Runtime seat) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement without impacting the requirement.� A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
