- Description
- The U.S. Government desires to procure Solid Waste Management Services for Fort Irwin, California.�This notice is issued solely for information purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP).� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. If a solicitation is released, it will be synopsized on the Government wide Point of Entry, Beta.Sam.Gov (https://beta.sam.gov/ of Entry for additional information pertaining to this requirement. �The anticipated NAICS code(s) is: 562111 Solid Waste Collection, $41.5 Million. The Directorate of Public Works, is responsible for the Solid Waste Management on Fort Irwin.� The Contractor, partnering with the installation, shall determine and utilize the most cost effective Recycle and Solid Waste Management services, emphasizing innovation and commercial best practices, to maximize diversion.� The Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations.� The waste shall be disposed of at a Subtitle �D� Municipal Solid Waste (MSW) landfill located in the State of California and approved and fully permitted by the Department of Environmental Management.� National Training Center (NTC) Fort Irwin, California is located in San Bernardino County, California.� Fort Irwin consists of approximately 753,537 acres and 6,971,497 Square Feet (SF) of total building space. The population of the installation consists of approximately 4,890 active military, 5,629 (average) rotational military, and 5,000 Government civilian and Contractor personnel, and 7,433 resident family members.� Fort Irwin is a remote installation located in the Mojave Desert, approximately 37 miles northeast of Barstow, California. �The contractor will only be servicing the cantonment area and an annex in the NASA foot print called Grey Eagle about 12 miles from the cantonment area (a little over 1000 sq. miles). �The cantonment area covers about 4 square miles approximately 15 roll off containers, 10 other bulk containers, and 707 dumpsters. The ratio of cardboard to trash dumpsters varies based on requirements, it is currently being modified as we convert former recycle dumpsters to either cardboard or trash. In response to this sources sought, please provide: 1.� Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. 2.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.� 4.� Information to help determine if the requirement to provide Solid Waste Management Services to Fort Irwin, California is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5.� Identify how the Army can best structure this contract requirement to facilitate competition by and among small business concerns. 6.
