Description
ABI SEQUENCER� The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to issue a noncompetitive contract to Life Technologies/ABI/Thermofisher for Maintenance/Services Contract for one (1)� each ABI Seq Studio (DNA Sequencer), serial number 132000224 to Life Technologies �Inc.5781 Van Allen Way, Carlsbad, CA 92008. (DUNS 182158873). Services will involve performing preventative service of one (1) ABI Sequencer system located at the Beltsville Agriculture Research Center in Beltsville, MD. The Government contemplates the award of a firm-fixed-price contract consisting of a base year with four option years. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a response which shall be considered by the agency. Responses must be received no later than Dec 27th, 2020. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Respondents should ensure the information provided is detailed, current, accurate, and complete. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. NAICS: 334513 AB Assurance Plan must include: Parts, labor and travel for remedial repair. No charge for planned maintenance visits. The number of planned maintenance visits is indicated in LT's quotation (A). The annual planned maintenance (PM) visit is automatically opened and will be performed within the contract period. PM visit ensures optimal performance of your instrument, often preventing major breakdowns before they happen. Guaranteed priority response time of 2 business days after receipt of a service call for instruments located in LT's Service Zones 1 and Zone 2. If LT fails to arrive at the instrument location within Zone 1 or Zone 2 within 2 business days for reasons other than customer's failure to provide access to LT or causes beyond the reasonable control of LT, LT will provide customer a service plan renewal credit in an amount equivalent to one day's pro-rated charge for each day LT's response is late. (See footnote (B) for call time cut off, other details, and terms and conditions). Target response time of 3 business days for remedial repairs outside of Zones 1 and 2. LT will use reasonable efforts to respond within 3 business days from receipt of a service call. Priority telephone and email access to instrument technical support. Telephone and email access to application technical support. Remote Monitoring and Dx Service, which provides for notification to customer of instrument failures or errors that are reported by AB's Remote Monitoring software. ACCREDITATION STATEMENT: Life Technologies is the manufacturer of the instrument and the only company in the market approved to perform the maintenance on their machines; therefore, Life Technologies is the sole source and vendor of these services. It is a requirement of ISO/IEC 17025, the standard that the S&T Beltsville Lab operates under, that all calibrations and equipment maintenance be performed by an ISO accredited company or the instrument manufacturer. Failure to meet this requirement would result in the loss of accreditation for the S&T Beltsville Lab and severely affect the confirmatory diagnostics performed by the lab for PPQ.
