Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of Customs and Border Protection�s (CBP) intent to issue, on a sole-source basis, a firm fixed-price purchase order to GT Software Inc.� CBP will award a sole source, firm-fixed price purchase order to GT Software Inc. for perpetual software license maintenance support for GT Software Neo/NetCOBOL maintenance and support services.� This third party software is one of the essential components for the lift-and-shift of the Carmac system by the CBP Office of Air and Marine (AMO).� The period of performance will be January 1, 2021 through December 31, 2021.� Under the authority of Federal Acquisition Regulations (FAR) 6.302-1 (a)(2), when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.� The Neo/NetCOBOL maintenance and support services are only available from GT Software Inc., and are not available through other dealers or distributors. A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive procurement in the future.� The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. �All responses shall be submitted via email to Darnell.F.Flowers@cbp.dhs.gov by 16:00 Hours EST on December 21, 2020.
