- NOTICE OF INTENT TO SOLE SOURCE CoStar subscription THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Norfolk District, intends to procure, on a sole source basis, the CoStar subscription real estate commercial sales database The Norfolk District intends to procure, on a sole source basis from Costar Realty Information, the CoStar subscription which is a real estate commercial sales database that provides sales information to be used for valuations. CoStar provides sale comps, physical characteristics, and tools to so that the Norfolk District Real Estate Appraiser can provide unbiased valuations of office, retail, industrial, and multi-family properties. Norfolk District believes that there is no other single source for this. In order to find comparable sales and comparable lease properties, Norfolk District needs this data source to support the mission. Otherwise, we must depend on assessors, and counties for sales data. It is very difficult and time consuming to do this across the broad area of appraisal work. Without a data source it could take months instead of days to find comparable sales and comparable lease data. It is required under federal regulations to use comparable sales, and rental data in every aspect of valuation. Using assessment data is not allowed. All potential responsible sources may submit a response to this notice, which if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Norfolk District will consider any responses to this notice received within fifteen (15) calendar days of the posting of the notice.
