- Description: Naval Air Systems Command (NAVAIR) intends to award a delivery order under an existing sole source Basic Ordering Agreement N00019-20-G-0009 to Maritime Surveillance Associates (MSA) for the incorporation of A-TIS software development into the Global Reconstruction and Measurement Suite (GRAMS) developed by Maritime Surveillance Associates. The anticipated award will be in FY21Qtr3 with a �period of performance is 28 months GRAMS is certified by the Office of Naval Intelligence (ONI) and used to determine Sound Pressure Level (SPL) of signals radiated by threat submarines, surface ships, and weapons.� These A-TIS capability will provide the United States Navy to monitor the MK48 and MK54 torpedo operational testing (OT) and developmental testing (DT) in off-range open-ocean environments.�� The A-TIS project seeks to develop an airborne Tactically Integrated Sensors system, leveraging current ongoing tech-refresh upgrades (hardware), which will allow the A-TIS system to be installed aboard the P-8 Poseidon Anti-Submarine Warfare (ASW) aircraft. Additionally, this solicitation will include associated software upgrades that will significantly enhance the tactical and analytical capabilities of the GRAMS, which will better support MK48 and MK54 torpedo DT/OT off-range, open-ocean requirements and reduce the risk of losing torpedo units. NAVAIR intends to negotiated and award this delivery order utilizing other than full and open competition pursuant to the authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, �Only One Responsible Source and No Other Type of Suppliers or Services will Satisfy Agency Requirements�. � Companies interested in subcontracting opportunities should contact MSA at 39 Peterson Lane, Brunswick, MA� 04011. This notice of intent is not a request for competitive proposals.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
