- Description
- Identification of the agency and the contracting activity, and specific identification of the document as a �Limited Source Justification.� This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02). 2. Nature and/or description of the action being approved. This action will award a firm fixed price purchase order to Millipore Sigma Incorporated, 3848 Benner Road, Miamisburg, OH 45342 to acquire supply of 2H2O-18O isotope. 3. A description of the supplies or services required to meet the agency�s needs (including the estimated value). The contract effort is to acquire the following. The isotope shall be in the form of premixed 4-8 atom% 2H2O and 8-12 atom% 18O, or as specified by the contractor. The contractor shall ship the isotope to NEDU in batches on an as- needed basis. Base: DLW Isotope 2000 grams Base: DLW Isotope 3000 grams Option 1: DLW Isotope 3000 grams Option 1: DLW Isotope 2000 grams Option 2: DLW Isotope 2000 grams Option 3: DLW Isotope 3000 grams Option 3: DLW Isotope 2000 grams The Government�s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. All services will be completed no later than 200 days after award of the order. The contract action will be funded with FY21 � 22 Operation and Maintenance Navy (OMN) funds. 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). This procurement is sole source for the following reasons. Millipore Sigma (MS) is a life science company designed to solve the toughest problems in life science by collaborating with the global scientific community. MS provides scientists and engineers with best-in-class lab materials, technologies and services. With the 2015 combination of EMD Millipore and Sigma- Aldrich now has a portfolio of 300,000 products. Additionally, MS provides expert service in three (3) life sciences areas: Research Solutions, Process Solutions, and Applied Solutions. Current and future research at the Navy Experimental Diving Unit involves isotopic of carbon dioxide expenditure for measurement of total energy expenditure in divers during military diving operations. Military divers often experience reductions in performance following diving operations, which may be due to in part to energy deficits incurred during the operation. Research is necessary to optimize performance and nutrition in an effort to improve mission safety and completion. These data will assist in determining total daily energy expenditure as well as energy deficits caused by diving. After a global search of life science companies by cognizant technical personnel and an extensive search by contracting personnel, Millipore Sigma is the only company that can provide the 2H2O-18O isotopes required by NEDU. Therefore it is imperative that this requirement is awarded to Millipore-Sigma immediately. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government�s needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Millipore Sigma is the only company that can meet the Government�s needs. Due to the dollar amount of this procurement being more than $25,000, this requirement will be synopsized on the beta.SAM.gov website. 7. Any other facts supporting the justification. None. 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. For the reasons specified in paragraph 4 above, Millipore Sigma Incorporated is the only company that can meet the Government�s needs.
