Description
THIS IS A SOURCES SOUGHT NOTICE ONLY: In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes , this announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of the interest, capabilities and qualifications of Service-Disabled Veteran-Owned Small Businesses (SDVOSB s), in accordance with the requirements of Public Law 109-461. PROJECT DESCRIPTION: Gulf Coast Veterans Health Care System (GCVHCS), Biloxi, MS, has a requirement for a construction firm to furnish all labor, tools, supervision, equipment, materials, supplies, permits, and other requirements necessary to complete the General Requirements and Scope of Work for installation, configuration and commissioning of emergency generator controls and other described work located at the VA Gulf Coast Veterans Health Care System, Biloxi, MS. The intent of this project is to end up with a reliable backup generating system with all the capabilities of the existing system and one additional feature; load shedding. To meet the intent, this project will replace the existing generator paralleling and switchgear controls with open source controls* as described below, replace and re-build internal components and replace communication wire and protective wire sheathing from the control center to each generator. The scope of work includes the project specifications for the existing generator controls. *NOTE: The VA does not want to preserve the proprietary systems and software of the current control center (controlling the startup, synchronization, and operation of all four units).  The control center is to be rebuilt utilizing the most modern open-source controllers, computers, electrical and electronic equipment, and code available on the market. At the completion of the project, the VA will be provided and will maintain access to all equipment, data bases, memory, code, code sources, etc. including all passwords, passcodes, or access keys (mechanical or electronic).  The individual generator controls within each existing generator unit would remain original manufacturer s equipment. Each individual generator control system must communicate with the new control center to send and receive commands necessary to operate the system as described below. To further clarify, the intent is for each individual generator control system to communicate with the new control center to send and receive commands necessary to operate the system as detailed in the scope of work and as currently operated. With one exception; load shed programming shall be included in this contract and is not a current mode of operation of the system. PROCUREMENT INFORMATION: The proposed project will be a competitive, Firm-Fixed Price (FFP) contract, and a 100% Set-Aside to SDVOSBs utilizing the tradeoff process in FAR 15.101-1 with award to the contractor which provides the best value to the Government after evaluation. The applicable North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and Other Wiring Installation Contractors and the Small Business Size Standard is $15M. In accordance with VAAR 836.204, the Magnitude of Construction is between $500,000 and $1,000,000. The period of performance is currently estimated at 120 calendar days. Limitations on Subcontracting: The prime contractor must perform at least 15% of the cost of the contract incurred for personnel with its own employees or the employees of other eligible SDVOSB s for general construction-type procurements. For construction by special trade contractors, the prime contractor must perform at least 25% of the cost of the contract incurred for personnel with its own employees or the employees of other eligible SDVOSB s. Prior Government work is not required for submitting a response under this Sources Sought Notice. This notice is published as market research to determine if there are a sufficient number of SDVOSB s capable of performing the requirements to warrant a solicitation set-aside. In order to be eligible as an SDVOSB a firm must be registered and verified as an SDVOSB in VetBiz at http://www.vip.vetbiz.gov/. All interested firms must be verified as SDVOSB s in VetBiz at the time of submission of a proposal in accordance with VAAR 819.7005 in order to be eligible. An active registration in SAM is also required. Registration is available at www.beta.sam.gov. CAPABILITY STATEMENT: Interested parties responding to this Sources Sought request shall submit the following information at a minimum: (1) Company name, address (to include any branch offices), point of contact with phone number, e-mail address, NAICS code(s), and DUNS number; (2) List of company s experiences in work performed of similar type and scope to include projects in progress and completed within the past 5 years. Specify work that was between $500,000 and $1,000,000. Please include status as prime or subcontractor. Also include contract numbers, NAICS code used (if known), project titles, short project descriptions and dollar amounts; (3) Proof of registration in the VA VetBiz website and verification by VA Center for Veterans Enterprise (CVE) or status of verification application and SAM registration; (4) Company s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars); and (5) Intentions of subcontracting program to other small business programs and/or meeting subcontracting limitations as mentioned above. It is requested that interested contractors submit a response (electronic submission) of no more than 4 single sided pages that addresses the above information. The response date to this Sources Sought notice is Wednesday - December 22, 2020 by 3:00 pm Central Standard Time (CST). This market research is for informational and planning purposes only to determine if a SDVOSB set-aside is appropriate. The Government will not pay any costs for responses submitted. The subject line relating to this Sources Sought Notice must read 36C25621R0040 - Generator Controls Upgrade Biloxi - SOURCES SOUGHT RESPONSE . No phone responses will be accepted. RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, will not be utilized to help the Government make the acquisition decision, which is the intent of this Sources Sought announcement.
