Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Bureau of Engraving and Printing (BEP) Office of Chief Procurement Officer on behalf of its Office of Technology Development (OTD) intends to award a sole source follow-on Research & Development contract to purchase of large quantities of various new ink materials with controlled spectral properties that support the Banknote Equipment Manufacturers (BEM) as Level II Device-Assisted Machine Readable features suitable to the needs of the BEP and the United States Currency Program (USCP). The Government intends to award a sole source contract with SICPA Securink, Corp. utilizing �Only one responsible source and no other supplies or services will satisfy agency requirements� IAWFAR Subpart 6.302-1(a)(2)(ii). Anticipated award date will be September 30, 2021. The vendor will continue to perform Research and Development services in order to continually improve and augment the availability of candidate new ink materials that support the BEM as Level II Device-Assisted Machine Readable features.� The scope of the new effort is to continue the technology readiness level (TRL) of those technologies resulting from the current contract to advance them through the Test and Optimization of the Technology Development Process (TDP) and to incorporate new concepts as necessary to ensure a secure and technically relevant feature platform. This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� The solicitation will not be posted. To be considered, responses MUST be received NO LATER THAN 12:00PM, EASTERN STANDARD TIME, February 1, 2021. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.beta.sam. Responses MUST be submitted within the closing date/time of publication of this notice.
