RFI / SPECIAL NOTICE THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A SPECIAL NOTICE REQUESTING INFORMATION FOR MARKET RESEARCH PURPOSES AND NOTIFYING VENDORS OF A VENDOR DAY. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 6, Laboratory Service, is seeking a Glucose Meter and whole blood glucose strips cost per test (CPT) services, QC controls, calibrators and linearity reagents. All work is to be performed in accordance with the guidelines established by Federal, State and local ordinances, with the FDA and manufacturer s guidelines, and with all terms, conditions, provisions, schedules and specifications provided herein. VISN 6 requires a blood glucose monitoring system for use in inpatient settings. The system must be composed of meters for all VISN 6 Community Based Outpatient Clinics, Health Care Centers, and inpatient facilities, plus disposable test strips with associated control solutions, linearity solutions, carrying case, and docking/downloading station You are invited to a Vendor Day to demonstrate your Glucometer equipment. Each VISN 6 facility will need a glucometer mailed to them and the vendor day will be demonstrated on a Zoom meeting. This will give each vendor an opportunity to show and educate VA staff on your Glucometer. The date of the Vendor Day will be Tuesday January 26-28, 2020. Each vendor will be given two (2) full hours to present and/or demonstrate their equipment. The allotted time slots of 9 11:00AM and 12:00-2:00PM will be available on a first-come-first serve basis by responding to this notice with your interest. The Vendor Day will be a ZOOM meeting. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The North American Industry Classification System (NAICS) Code for this acquisition is 325412, with a Classification code of 6550. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in socio-economic set-aside feasible. The Veterans Administration is required by Public Law 104- 9 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete enter a set-aside. If insufficient veteran-owned and small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid.
