- This is a Notice of Intent to Sole Source only. The National Institute of Environmental Health Sciences (NIEHS)�of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Qiagen, LLC to procure IPA Analysis Match CL software license and support subscriptions. Product Name: IPA Analysis Match CL; Product Code: 830016, Quantity: 5; Period of Performance: 01/01/2021 to 12/31/2021. NIEHS' Divison of Intramural Research (DIR) and National Toxicology Program (NTP)�have a requirement for IPA Analysis Match. a web-based bioinformatics application, that enables its researchers to upload data analysis results from high-throughput experiments such as microarray and next generation sequencing for functional analyze, integration, and further understanding. IPA enables researchers to�predict downstream effects and identify new targets or candidate biomarkers.This application assists NIEHS in performing insightful data analysis and interpretation to understand its experimental results within the context of various biological systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. The statutory authority for this sole source requirement is 41 U.S.C. � 1901(a) (1), as implemented by FAR 13.106-1(b)(1)(i): Only one responsible source deemed reasonbly available�and no other supply of service will satisfy agency requirements. IAW FAR 5.207(c)16(ii), all responsible sources may submit a capability statement which may be considered by the agency. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in connection with responding to this notice. All responses and/or questions shall be submitted via e-mail only�to Dan Rich, Contracting Officer, at dan.rich@nih.gov by 12:00 pm Eastern Standard Time (EST) on December 18, 2020.
