Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue Blanket Purchase Agreement (BPA) with an ordering period of five years on a sole source basis pursuant to Federal Acquisition Regulation (FAR) 13.5 in accordance with 41 U.S.C. 1901, Simplified Acquisition Procedures to Vision Research Inc., CAGE Code:09PN9.� The equipment intended for procurement is included in the attached Performance Work Statement.� The Geotechnical and Structures Lab (GSL) is engaged in ongoing research involving explosive tests of protective measures and various explosive devices documented by high speed photography using Phantom High Speed Cameras (PHSCs). Therefore, there is a regular and recurring need to calibrate and repair existing PHSCs and periodically purchase new ones. This effort will include, but is not limited to, the following: 1. Repair Existing Cameras. Repairs will be on an as needed basis and may include, but are not limited to, firmware upgrades, sensor calibration to correct bad quadrants, sensor replacement, electronic board repairs/replacements, and water damage. 2. Calibrate Existing Cameras 3. Provide New Cameras The GSL has been purchasing and using PHSCs provided exclusively by Vision Research to document research efforts since 2001. �This particular equipment has proven its compatibility with ERDC instrumentation systems and reliability during dynamic tests.� The current inventory for all high speed equipment within GSL is from Vision Research; therefore, GSL employees are trained solely on the use of the PHSCs. �Also, in order to maintain consistency over years of testing, the use of the PHSCs and related equipment is mandatory.� Additionally, Vision Research is the sole manufacturer and distributer of the PHSCs and are the only authorized repair service of the cameras.� Because of this, it is essential that research scientists continue to work with the same system and have access to historical and current on-going research efforts.� As such, Vision Research is the only source that can fulfill the Government�s request in its entirety. The intended procurement will be classified under North American Industry Classification System (NAICS) 333316 - Photographic and Photocopying Equipment Manufacturing, with a Small Business Size Standard of 500 employees. �The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 5:00 PM CST, 22 December 2020.
