- N00164-21-S-NB16 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT Industrial Compressed Gases - PSC 6830 - NAICS 325120 Issue Date:� 16 December 2020 �- Closing Date:� 22 January 2021 4:00 PM EST The Naval Surface Warfare Center, Crane Division (NSWC Crane) located in Crane, Indiana is conducting market research for vendors with the capabilities and facilities to provide commercial supplies in the area of industrial compressed gases, gas handling, delivery, hardware, incidental services, and accessories for the operations at NSWC Crane and associated locations. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 213.104, the Government is seeking companies with the capabilities and facilities to meet the requirements as described herein. This effort will include maintenance and operations of the organizations located at Naval Support Activity (NSA) Crane and the NSWC Glendora Lake Facility. NSA Crane is located in southcentral Indiana about 75 southwest of Indianapolis, IN and about 71 miles Northwest of Louisville, KY. NSWC Glendora Test Facility is located in Sullivan Indiana. The Government is requesting market information from industry for delivery of industrial compressed gases in rented portable cylinders, maintenance and filling of Government-owned stationary bulk tanks, purchase of bulk tanks, leasing of bulk tanks for special projects, and certification of bulk tanks. The contractor shall be responsible for providing all materials, manpower, vehicles, equipment, permits, transportation and any other items necessary to support this Industrial Gas Program. The contractor shall have availability of approximately 850 portable cylinders at any given time, and have the ability to respond to urgent requests within 24 hours. � The Government�s requirements for this effort are defined in the draft Statement of Work (SOW) and provided as a controlled attachment.� Additionally, the Government�s anticipated industrial compressed gas requirements are annotated in the draft Gas Requirements List provided as an attachment.� This includes the compressed gases for both portable cylinders and stationary bulk tanks, as well as the bulk tank sizes that will potentially be leased or purchased for this effort. Interested parties must be properly registered in the Government System for Award Management database (SAM) and the Joint Certification Program (JCP) to receive the controlled attachment. Interested parties may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. Interested sources must submit substantiation of their ability to provide and sustain all of the capabilities listed above as commercial purchases to support the Government's determination that a source is qualified. The substantiation may include previous contracts. This is a Request for Information/Sources Sought Notice (RFI/SS) announcement to determine the availability and technical capability of businesses to provide the required services.� Additionally, this notice is being published with the intent to conduct market research, determine the availability of small business concern participation as either prime or subcontractors and promote competition. This RFI/SS is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and no award will be made as a result of this notice. The Government is not obligated to and will not pay for information received in response to this notice. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Respondents will not be notified of the results of this sources sought notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. When/if the Government issues an RFP, interested parties will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this sources sought. Background This effort supports the maintenance and operations of the organizations located at NSWC Crane and the NSWC Lake Glendora Facility. It is NSA Crane�s intent to provide through an NSWC Crane managed Indefinite Delivery Indefinite Quantity (IDIQ) Contract, a source for industrial gas requirements and to provide the end-users with consistency and reliability relating to the acquisition, handling and storage, and administrative aspects of compressed gases.� �Currently NSWC Crane owns the following bulk tanks:� 5- 1,500 gallon Liquid Nitrogen, 1- 7,000 gallon Carbon Dioxide, and 1- 3,500 Liquid Nitrogen. Approximately 800 leased portable cylinders are currently being used at NSWC Crane and the NSWC Lake Glendora Facility. Responses Responses to the RFI/SS shall include the following: Submitter�s Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number:� All interested parties are encouraged to submit company and product literature, a white paper addressing the vendor�s technical capabilities and relevant past performance as it relates to meeting the Government requirement, and/or other pertinent information.� Responses should address, at a minimum, the vendor�s ability to perform the requirement based on the SOW and Gas Requirements List provided as attachments with the announcement. � Additionally, the Government is interested in vendor capability to provide cylinders and miniature bulk tanks for purchase, as well as the ability to perform recurring maintenance and filling of those cylinders.� Responses should address whether vendors are able to provide cylinders and/or miniature bulk tanks and maintain and fill those cylinders/miniature tanks on a recurring basis.� The sizes of the vendor�s commercially available cylinders/miniature tanks should be notated in the vendor�s technical capability response.� Vendors should also inform the Government of any benefits associated with purchasing cylinders and/or miniature tanks and the feasibility of maintaining and filling on a recurrent basis. The Government is also interested in obtaining information regarding the commercial market for the requirement as defined in the SOW.� Vendors shall provide sales data or other data for the commercial marketplace (i.e. quantities, prices, catalog prices, market prices, cost estimates, etc.).
